The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has built up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts.

Position Description

The Resource Mobilization Specialist will be responsible for assisting the team with a range of operational and analytical tasks necessary for mobilizing and managing resources while engaging in technical dialogues with the GCF`s contributors. The Specialist`s role is strategically important in the GCF`s positioning vis-à-vis its contributions from governments, other public and private sector, and alternative sources whilst ensuring the core resource base for the GCF’s operations.

Duties and Responsibilities

• Assist in identifying, engaging, and securing support from contributors and prospective contributors in governments, public sector, foundations, private sector, and other sources of finance;

• Support work required for the replenishment process;

• Support resource mobilization process of the GCF, including in the context of relevant international or multilateral initiatives and key political summits;

• Prepare relevant policy documents, reports, briefing notes and operational guidelines;

• Support the development, in close collaboration with other divisions of the Secretariat, of a sound plan designed to effectively achieve the GCF’s resource mobilization;

• Lead administrative processes and procedures required to realize and manage contributions;

• Maintain and manage the relationship with the GCF`s Trustee;

• For internal financial management purposes, manage the actual flow of contributions into the GCF and provide regular forecasts of expected contributions in both aggregate form and per contributor;

• Maintain sound, working relationship with all existing contributors and other relevant stakeholders;

• Represent the Secretariat in several inter-governmental as well as inter-agency forums relevant to resource mobilization;

• Outreach to wide variety of stakeholders and networks to broaden and strengthen the contributor base of the GCF;

• Ensure deadlines are met and the quality of outputs are high.

Expected Experience and Qualifications*

• Master’s degree in development studies, finance, marketing, economics, public affairs, political science or a related field
• A minimum of 9 years of experience in the development field, including experiences in philanthropic foundations, relevant public and/or private entities, and having progressively responsible experience working at the international, with relevant exposure to resource mobilization;
• Established track record in international relations, multilateral processes and/or diplomacy, preferably with experience in intergovernmental negotiations under the United Nations, particularly under the United Nations Framework Convention on Climate Change (UNFCCC), and/or multilateral development banks;
• Good understanding and knowledge of climate change finance;
• Demonstrated capacity to establish and maintain excellent relationships with key partners;
• Demonstrated ability to represent the organization and interface effectively with senior governmental representatives officials, private sector, and alternative sources;
• Strong communications and advocacy skills;
• Proven ability to promote a vision, mission and achieve strategic goals;
• Focus on impact and result for the stakeholders and responsiveness to critical feedback;
• In-depth practical knowledge of inter-disciplinary development matters;
• Ability to lead formulation of strategies, implementation, monitoring and evaluation;
• Ability to lead dialogue with contributors, particularly with non-traditional ones and internal units, as well as the ability to identify and analyse trends, opportunities and challenges to fund-raising;
• Excellent drafting and presentation skills;
• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
