Under the general guidance of the supervisor, the Social Policy officer is accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable resulmts.

The ENSSB II is the new Social Protection Strategy developed by the Ministry of Gender Children and Social Action for strengthening and expanding the current Social Protection System.

A UNJP programme in Social Protection has been structured around a coherent package of interventions, all of which are included in the ENSSB II and fully aligned with its Operational Plan around the 38 “Strategic Actions”.

Over the course of the programme (2017-2019), two UN agencies involved (ILO and UNICEF) will work with partners at national, provincial and district levels to deliver the following results.

1. By 2019, clear programmes and policies designed to operationalize the ENSSB II
2. By 2019, robust evidence and clear advocacy on key components of the ENSSB II
3. By 2019, strengthened MGCAS’s capacity to coordinate and implement the ENSSB II.

A key initiative included in the UNJP is the implementation of a Child Grant pilot on families with new born children that will support the wellbeing of the child and mother at least for 24 first months of live.

The initial phase of the UNJP requires an effort to initiate activities in particular a strong support for starting all the processes planned, those ones include the implementation of a Child Grant, the implementation of the new programmes and development of new Operational Manuals the implementation of the e-INAS and  re-registration of beneficiaries.

In preparation of the UN Joint Programme, UNICEF’s Social Policy and Research Section (Spear) is requiring a TA (equivalent to NOB) that supports the Social Protection Specialist in Maputo on the implementation of the UNJP for a period of 10 month.

Under the general guidance of the supervisor, the Social Policy officer is accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results.

This includes Support the implementation of the AWP of the Social Policy Section in relation to Outcome 4, by 2020, strengthened capacity to develop and implement an evidence based child-sensitive and inclusive social protection policy framework and the activities related to the implementation of the UNJP Social Protection, including preparation of contracts and agreements, budgets, mid-term and final reports, among others.

To qualify as an advocate for every child you will have…

• A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

• A minimum of two years of relevant professional experience is required. 

• Developing country work experience and/or familiarity with emergency is considered an asset.

• Background and/or familiarity with emergency is considered as a strong asset.

• Fluency in Portuguese and English  is required.  Knowledge of another official UN language is considered as an asset.
