Organizational Setting
 
FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.
 
“Meeting the Undernutrition Challenge (MUCH)” is the follow-up project of the National Food Policy Capacity Strengthening Programme (NFPCSP) and is based in the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food (MoFood) in Bangladesh. The MUCH project broadens the scope of NFPCSP’s interventions by extending support to other core ministries, civil society organizations (CSOs) and the private sector, endeavouring to achieve a strengthened enabling environment for eradicating food insecurity and malnutrition. It does this by improving in particular (i) cross-sectoral and sectoral policies and investment programmes for food security and nutrition (FSN) that are gender sensitive; (ii) human and organizational resource development for FSN; (iii) financial resource allocation for FSN; (iv) inclusiveness of governance and coordination mechanisms for FSN; and (v) comprehensiveness of information generation to support FSN policy formulation and programming.
 
The post is located in the MUCH project office hosted by the FPMU, MoFood in Bangladesh as well as in the FAO Representation.
 
Reporting Lines
 
The Incumbent works under the overall guidance of the FAO Representative in Bangladesh, the technical supervision of the MUCH Lead Technical Officer (LTO), the direct supervision of the MUCH Chief Technical Advisor (CTA), and in close consultation and collaboration with the MUCH Technical Assistance Team (TAT), consultation with the MUCH Technical Assistance Team (TAT), Government of Bangladesh counterparts, especially the FPMU and the policy/planning wings of core ministries (Food, Agriculture, Fisheries/Livestock, Women/Children Affairs, and Health/Family Welfare), as well as development partners, including donors and civil society organizations.
 
Technical Focus
 
Assessments of staff and institutional capacity development needs of the MUCH core ministries (Food, Agriculture, Fisheries/Livestock, Women/Children Affairs, and Health/Family Welfare) – including the identification and recommendations on training needs as well as FNS information and data needs – in order to reposition and mainstream FSN in formulating, implementing, monitoring and evaluating sectoral and cross-sectoral policies, strategies and investment plans in order to maximise nutrition outcomes; development of organizational development plans for the core ministries.
 
Tasks and responsibilities
 
  • Propose the methodology and work plan for conducting needs assessments of the five core ministries;
  • Review national FSN related policies and strategies, national development plans, and relevant sectoral policies and strategies that contribute and relate to the FSN institutional framework;
  • Interview stakeholders to identify staff and institutional/organizational capacity development needs – technical expertise needs – as well as leadership needs and responsibilities at national and sub-national levels for mainstreaming FSN in sectoral and cross-sectoral policies to strengthen nutrition-sensitive programming for the agriculture, livestock and fisheries sectors;
  • Assess training needs, based on the review of NFPCSP experiences and other initiatives and by drawing lessons and best practices from them, in order to identify staff capacity development and skill gaps as well as the type of training needed, leading to the preparation of a capacity development or training needs report;
  • Identify the needs for monitoring FSN situations and trends as well as FSN-related policies, strategies and investment programmes in terms of FSN information/data supply and demand, content, reporting periodicity and analysis required in relation to evidence-informed decision-making;
  • Review institutional roles of the planning/policy wings of the five core ministries based on how issues such as mandate, organogram, staffing, job descriptions, recruitment rules and outputs - e.g. sectoral analytical/information products and/or monitoring reports – influence the ability to address FSN; and
  • Develop organizational development plans for the five core ministries, including capacity strengthening of the Bangladesh National Nutrition Council (BNNC), in order to improve capacity for multi-sectoral, nutrition-oriented policy planning, implementation and monitoring.

    Minimum Requirements
  • Advanced university degree (for Consultants) / University degree (only for PSA) in development studies, governance, management, organizational development, public administration or a related field
  • At least ten years of relevant experience in management in the public or private sector, capacity development, organizational development or food security/policy analysis and research
  • Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese or Russian (for Consultants).
  • Working knowledge of English (for PSAs).

Selection criteria
  • Prior relevance of experience in assessing institutional/organizational capacity development needs, technical expertise gaps, training needs, and FSN information and data needs
  • Extent and relevance of experience in working and coordinating with multi-stakeholders – government, donors, civil society and the private sector, preferably in developing countries
  • Previous working experience in Asia, preferably but not limited in Bangladesh, is an asset
  • Experience in the United Nations or international organizations is an advantage
