The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

  1. Role Summary:

     

    The Cash Monitoring, Evaluation, Accountability, and Learning Organisational Network (CAMEALEON), created by the Norwegian Refugee Council (NRC) in consortium with Oxfam and Solidarités International (SI) aims to reinforce the quality, value for money and accountability of multi-purpose cash programming for 23K households in Lebanon and inform cash programming globally. To this end, CAMEALEAON will engage the following as implementing partners: the (1) American University of Beirut (AUB); (2) Overseas Development Institute (ODI); and (3) Cash Learning Partnership (CaLP).

    The Field Research Coordinator will be responsible for community engagement through coordination with local actors, (L)NGOs, UN agencies and sector working groups; field level data collection and beneficiary engagement; and by supporting partner field research. This role and the team it manages is the primary mechanism for community consultation in order to collect feedback and evidence to inform CAMEALEON’s analysis and to make recommendations to the Steering Committee. 

    Generic Responsibilities:

    1. Line manage all related project staff
    2. Coordinate and implement the CAMEALEON project according to strategy, proposals and plans
    3. Ensure adherence to NRC policies and donor requirements
    4. Develop annual activity and work plans
    5. Supervise, train and develop the field team
    6. Promote and share ideas for improvement and necessary changes in the activities
    7. Cooperate with relevant partners and local authorities
    8. Organize trainings for the field team, relevant partners and beneficiaries
    9. Provide regular activity and monitoring reports, and as required
    10. Ensure that all related activities are implemented within  NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action
    11. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator

       

      Specific Responsibilities:

  • Provide support, guidance, and serve as focal point during project planning and reporting
  • Support partners to conduct field research, such as with field coordination of data collection activities
  • Collect feedback on multi-purpose cash programme (e.g., key informant interviews, focus group discussion, market monitoring, and visits to beneficiary sites)
  • Build relationships with cash actors and protection teams across the Bekaa, North, and South areas
  • Attend Basic Assistance and other sector coordination meetings as relevant (e.g. protection)
  • Identify and monitor risks, constraints, technical issues and escalate issues related to cash based on evaluations, field visits and periodic reports for timely leadership action

  • Keep Beirut-based team informed and updated on activities, trends, and beneficiary feedback

  • Bachelor degree in a relevant field

  • Good understanding of protection and protection mainstreaming
  • Demonstrated ability to write clear and concise reports in English
  • Excellent understanding of local context
