Under the supervision of the Deputy Executive Director (Management), the Senior Adviser (Child Safeguarding) coordinates the issuance of appropriate child safeguarding Procedure and Guidance by UNICEF Division Directors, providing necessary legal, policy and administrative advice. Leveraging the expertise of substantive divisions, the Senior Adviser (Child Safeguarding) facilitates the identification of or designs mechanisms to fully implement such regulation. The Senior Adviser (Child Safeguarding) advises the Deputy Executive Director (Management) on areas of child safeguarding risk, and serves as Adviser on safeguarding incident response.

A robust and well-implemented child safeguarding framework will assist in UNICEF's change strategies of winning public support for the cause of children, and leverage resources and partnerships for children. A strong child safeguarding regime will enhance internal governance and risk management, enabling organizational performance.

Under the supervision of the Deputy Executive Director (Management), the Senior Adviser (Child Safeguarding) is expected to coordinate and monitor the implementation of a comprehensive and coherent child safeguarding regime. Safeguarding issues have high visibility and are the subject of extensive media coverage and donor interest. Recommendations of the Senior Adviser (Child Safeguarding) can be a crucial factor in UNICEF's policy setting and decision-making.

Advice or decisions on policy or incidents that reflect poor judgment or inaccurate information can compromise efficacy of UNICEF's child safeguarding regime, and result in direct and indirect risks to children and UNICEF's reputation.

How can you make a difference?

Under the supervision of the Deputy Executive Director (Management), the Senior Adviser (Child Safeguarding) coordinates the issuance of appropriate child safeguarding Procedure and Guidance by UNICEF Division Directors, providing necessary legal, policy and administrative advice.  Leveraging the expertise of substantive divisions, the Senior Adviser (Child Safeguarding) facilitates the identification of or designs mechanisms to fully implement such regulation. The Senior Adviser (Child Safeguarding) advises the Deputy Executive Director (Management) on areas of child safeguarding risk, and serves as Adviser on safeguarding incident response.

A summary of key functions/accountabilities:

1. Coordination of completion and maintenance of a comprehensive and coherent regulatory framework under the Child Safeguarding PolicyIdentify the regulatory requirements of the policy and advise the OED on overarching child safeguarding issues; coordinate a global safeguarding risk assessment and regulatory gap analysis by the relevant UNICEF Division Directors, and facilitate identification of relevant accountabilities; provide legal, policy and drafting advice to OED and Division Directors on new or updated regulatory instruments; through consultation and legal research, work to align the Child Safeguarding Policy regulatory framework with the UNICEF strategic plan, international standards and mechanisms, donor policies and UN-wide interventions and initiatives.

2. Advise on safeguarding implementation modalities: Oversee the development of proposals for and contribute to the design of operational/administrative modalities to implement regulatory framework under Child Safeguarding Policy (changes in vetting, training, legal changes to supply agreements, partner agreements, integration into office planning, etc.).

3. Advise on safeguarding incident response: In consultation with stakeholders, design mechanisms for reporting and addressing immediate child safeguarding concerns; serve as Adviser on safeguarding incident response.

4. Managerial leadership: Develop and revise UNICEF's global child safeguarding strategy; establish the annual work plan for the organization in child safeguarding; supervise and provide guidance to the child safeguarding team; oversee administration of UNICEF's data protection and privacy regime by the Data Protection and Privacy Specialist.

5. Networking and partnership-building: Actively serve and take leadership roles (where appropriate) on relevant coordinating and policy bodies, ensuring close collaboration with relevant Divisional, Regional and internal expert stakeholders.

6. Knowledge management: Develop and make available a permanent thematic safeguarding database/repository of UNICEF, intergovernmental, international and governmental materials for stakeholders and staff.

7. Reporting: report on safeguarding issues, as required, to oversight bodies; in parallel to sexual exploitation and abuse reporting mechanisms, serve as a focal point to provide information to relevant media or other interests, concerning UNICEF's safeguarding framework.

To qualify as an advocate for every child you will have…

  • An advanced university degree in law, public policy, human rights or a related field is required.

  • A minimum of ten years of progressively responsible professional work experience in law or public administration, with five years' experience relating to the administration of an international organization (including experience in drafting internal policy), is required.

  • Knowledge of the UNICEF Regulatory Framework and divisional accountabilities is required.

  • Experience advising senior officials is required.

  • Supervisory experience is required.

  • Familiarity with UNICEF's investigative and disciplinary mechanisms is required.

  • Experience with reporting to and representing an organization before oversight bodies is highly desirable.

  • Experience with (ideally UN) mechanisms concerning safeguarding beneficiaries from abuse and exploitation is an asset.

  • Experience with developing training materials, catering to diverse audiences, is an asset.

  • Experience serving in a developing country is an asset.

  • Excellent interpersonal and communication skills are required.

  • Fluency in English is required. Knowledge of another official UN language is an asset.
