Background

The Global Green Growth Institute (GGGI) seeks a highly qualified individual consultant to coordinate four background studies of Indonesias forest sector in preparation for the next Medium-Term Development Plan (RPJMN 20120-2024). The consultant will consolidate the results of the studies in a master plan for revitalizing the forest sector and for contributing to national economic development based on a landscape approach to forest management and protection.

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has worked in Indonesia since 2013 and recently embarked on the second phase of its joint program with the government, which will run until 2019. GGGI supports the Government of Indonesia (GoI) in three focal areas: energy, infrastructure projects within special economic zones, and forest and land-based mitigation (including REDD+). The program aims to demonstrate that green investment can become the norm for investors and for planners, ultimately improving the overall quality of economic growth, the environment, and the quality of life. At the national level, GGGI works primarily with the Ministry for National Development Planning (BAPPENAS), the Ministry of Environment and Forestry (MoEF), the Coordinating Ministry of Economic Affairs, the Ministry of Energy and Mineral Resources, and the Ministry of Finance.

GGGI is currently supporting BAPPENAS to undertake a number of technocratic background studies in preparation for the next National Medium-Term Development Plan (RPJMN 2020-2024). The RPJMN is the chief document to elaborate the government’s vision for national economic development based on detailed sectoral, regional, and cross-cutting policies and programs. It lays out a broad, macro-economic framework covering the overall economic situation and the direction of fiscal policy and an indicative regulatory framework.

Sustainable development has long been a guiding principle for Indonesia. In the current development plan (RPJMN 2015-2019), this is detailed in a strategy for achieving food, water, and energy security, or “resilience,” through a landscape approach based on sound ecosystem management. This landscape approach is also incorporated in the Nationally Determined Contribution (NDC) for climate change mitigation and adaptation and updated National Forestry Plan (RKTN). The next development plan (RPJMN 2020-2024) is expected to take this approach further in the overall context of green growth.

In preparation for the next five-year national development plan, BAPPENAS is working with other ministries and partners, such as GGGI, to prepare technocratic background studies for key economic sectors, including the forest sector. The forest sector studies are intended to guide development within the sector as well as to elaborate on the important role of forested landscapes, forest products, and forest ecosystem services in sustaining other vital sectors of the economy. Three teams have been formed by BAPPENAS and its development partners to conduct complementary studies:

  1. USAID-BIJAK will study the institutional structure, capacity, and effectiveness of forest management units and recommend improvements.
  2. UNDP’s EPASS and TIGER projects will study the role and functions of conservation areas and biodiversity and their contributions to economic development.
  3. GGGI, drawing on these two studies plus additional analyses, will compile a Masterplan for the Revitalization of Forestry Management in Indonesia based on the landscape approach. This work is detailed in the next section.

Together these studies are meant to support the objectives of rationalizing forest management and revitalizing the forest-based economy. They will deal with such matters as regulatory and institutional reform, the settlement of land tenure issues within the forest area, and revision of the forest area boundaries based on an ecologically sound landscape approach.

Purpose of the Assignment

The work will contribute to the formulation of the RPJMN and ultimately to achievement of NDC targets and SDGs by mainstreaming green growth principles and actions within the national development plan.

Scope of Work

The Team Leader will coordinate work by other consultants on the four background studies and will consolidate the results of the studies in the forest revitalization master plan.

The four background studies cover the following themes:

  1. An assessment of the carrying capacity (daya tampung dan daya dukung lingkungan hidup) of forested landscapes;
  2. Spatial analysis and mapping of the principal forested landscapes and ecoregions across each of Indonesia’s seven main island regions;
  3. Analysis of the institutional arrangements, regulatory framework, and management models required to manage the forest estate for public and private benefits based on a landscape approach;
  4. Economic analysis of opportunities and challenges within the forest sector, and in downstream sectors that depend on forest products and ecosystem services, along with an assessment of public and private investment needs.

The scope and methodology of the studies will reflect the contents that are needed for the Masterplan for the Revitalization of Forestry Management in Indonesia (see below).

Contents of the Masterplan

The reports of the four thematic studies will make up the four main chapters of the Masterplan for the Revitalization of Forestry Management in Indonesia, along with an introductory chapter and a final chapter containing conclusions, recommendations, and a roadmap for strategies and actions.

  • The introductory chapter will evaluate development in the forest sector during the period of the current national development plan (RPJMN 2015 – 2019), identifying key facts, strategic issues, and challenges, based on a joint review with BAPPENAS and other partners (see “Working Relationships and Sequence of Tasks,” below).
  • The first of the four thematic chapters will explain the landscape approach and its basis in science, law, and policy (including the current RPJMN and the NDC). It will identify sources and flows of ecosystem services as well as their vulnerability, threats to sustainability, and mitigation actions to counter the threats.
  • The second of the four thematic chapters will highlight the major themes and strategic directions for forest-sector development in each of the seven main island regions: Sumatera, Kalimantan, Sulawesi, Papua, Maluku, Jawa, and Bali-Nusa Tenggara, grounded in a landscape approach. It will describe some of the most important types of forested landscapes, illustrated in detail by three specific case studies from different regions.
  • The third of the four thematic chapters will explain the requirements for a landscape-based institutional and regulatory framework to enable good forest management, with efficient and streamlined regulation, and to revitalize forest-based economic development. The institutional framework will feature the role of forest management units at a landscape scale, using the same three case studies for illustration.
  • The fourth thematic chapter will present results of an economic analysis of the actual and potential contributions of the forest sector (including ecosystem services) to national economic development. Again, the same three case studies will be used to illustrate detailed costs and benefits of maintain forested landscapes. This chapter will also present a green budgeting strategy and an investment plan based on blended (public and private) finance in the forest sector to achieve green growth development outcomes.
  • The final, concluding chapter will summarize the results and recommendations of the four thematic studies and present a roadmap for strategies and actions to be incorporated in the RPJMN 2020 – 2024.

The Team

In addition to the Team Leader, GGGI will engage four other individual consultants to undertake the four thematic studies. They are:

  • Landscape Ecologist
  • Spatial Data Analyst and Mapper
  • Policy and Governance Specialist
  • Environmental Economist

The consultants will work together as a team, each taking the lead responsibility for one of the four study themes while also supporting the work of the others. Since the work will be undertaken in close cooperation with BAPPENAS and other partners, flexibility and a shared vision for the project outcome are essential. The Team Leader will coordinate the work of the other consultants to ensure they meet the requirements for each of the studies and that the results are compiled and incorporated into the master plan as four separate chapters. The Team Lead will also write the introductory and concluding chapters, edit the whole document, and prepare an executive summary.

Tasks of the Team Leader

The Team Leader will be responsible for carrying out the following tasks:

  1. With guidance from GGGI and BAPPENAS, complete an inception report with a work plan for the consultant team. This will include but is not limited to the following:

-          Identify scope and scale of the four thematic studies, including the initial focus of landscapes to be assessed in each of the main island regions, the methodology to be applied, and the main policies and plans to be targeted in the studies.

-          Confirm the main tasks and responsibilities of each consultant, the detailed schedule of work, and outline the study reports.

-          Justify and explain the contribution of the studies and the master plan to the Low Carbon Development Indonesia (LCDI) study and Strategic Environmental Assessment (SEA) for the National Mid-Term Development Plan (RPJMN) 2020-2024.

  1. Oversee and support the studies conducted by other consultants and ensure the results are of high quality. Ensure that all relevant data and files are placed in an agreed open source.
  2. Conduct a desk review for the introductory chapter of the master plan. The review should be based on available documentation, including but not limited to the following topics:

-          National and international experiences on forestry development;

-          Revitalization of Indonesia’s forest area use based on a landscape approach and forest for people;

-          Enabling conditions towards the revitalization of Indonesia’s forest area;

-          Evaluation on the impact of forest management unit investment (based on results of USAID’s study);

-          Evaluation on the development of conservation in Indonesia (based on results of UNDP’s study).

  1. Consolidate and edit reviews conducted by the other consultants:

-          The landscape approach and its basis in science, law, and policy (including the current RPJMN and the NDC).

-          The major themes and strategic directions for forest-sector development in each of the seven regions.

-          The requirements for a landscape-based institutional and regulatory framework to enable good forest management, with efficient and streamlined regulation, and to revitalize forest-based economic development.

-          The actual and potential contributions of the forest sector (including ecosystem services) to national economic development.

  1. Lead the study of Indonesia’s forestry revitalization and consolidate all of the results into one Master Plan document covering the following:

-          Indonesia’s Forest Management towards 2045.

-          Forest in the context of national development.

-          Rationalization and guidance Indonesia’s forest management.

-          Five main strategies:

  • Optimizing the forest area arrangement and forest function based on landscape and forest for people approaches.
  • The forest management 4.0 – application of the forest management information technology system, including forest monitoring.
  • Creating incentive system for forest management.
  • Revitalization of forest-based businesses (environmental services, non-timber forest product, and timber forest product.
  • Improving forest management through forest management units (FMU).

-          Guidance for forest development in the seven main island regions;

-          Good forest governance, financing scheme, and regulations, including a road map with recommendations for institutional arrangements, a revised regulatory framework, and models to manage the forest estate for public and private benefits based on a landscape approach.

  1. Present the results of studies and the elements of master plan to BAPPENAS, other key partners, and stakeholders during the focus group discussion and other consultation meetings.
  2. Finalize the Master Plan for Indonesias Forestry Revitalization based on feedback and comments obtained from BAPPENAS, KLHK, GGGI, and other key stakeholders.

Working Relationships and Sequence of Tasks

The Team Leader will report to GGGI’s Forest and Land-use Lead, who will coordinate the work with BAPPENAS, MoEF, and other partners. 

The work will begin with an inception phase to agree on the precise scope and methodology for the thematic studies. The details will be agreed by GGGI, BAPPENAS, and the consultants at the outset of the work. The Team Leader will document these details in an inception report.

The Team Leader will prepare a detailed table of contents for the masterplan.  These will be prepared by the consultants and agreed with BAPPENAS (in consultation with the development partners working on the complementary studies). The results will be documented in an inception report.

GGGI, with BAPPENAS, will coordinate the work with that of the partners (USAID-BIJAK and UNDP’s EPASS and TIGER projects) responsible for the other background studies; the NCE team (comprised of GGGI, WRI and others) working on sectoral studies; and other experts and institutions with relevant expertise to share.  The review of development in the forest sector during the period of the current national development plan (RPJMN 2015 – 2019) will be done jointly with these partners to identify strategic issues and challenges relevant for the thematic studies.

GGGI will facilitate focus group discussions (FGDs) to obtain in-depth information on concepts, perceptions, and ideas for the thematic studies, to share preliminary findings, and to obtain and validate information for the economic analysis and option to revitalize the forest sector. The Team Leader, with support from the other four consultants, will prepare and give presentations at these FGDs and write a brief report on each FGD.

BAPPENAS will organize a workshop to present the draft masterplan and consult with key stakeholders.

Deliverables

The Team Leader will produce the following deliverables:

  1. Inception report, documenting the agreed research design, work schedule, and draft table of contents of the masterplan (in Indonesian with an English summary).
  2. Presentation for the BAPPENAS Minister, incorporating inputs from GGGI and the other consultants.
  3. Edited drafts of the chapters covering the four thematic studies (in Indonesian):
  • The landscape approach and carrying capacity of forested landscapes.
  • Spatial analysis and mapping of forested landscapes in the seven main island regions.
  • Assessment of institutional arrangements, regulatory framework, and management models for the landscape approach.
  • Forest sector economic analysis and investment strategy.
  1. Drafts of the introductory and concluding chapters of the masterplan (in Indonesian).
  2. Final edited chapters covering the four thematic studies (in Indonesian with English summaries).
  3. Final masterplan (in Indonesian with English summary).

The primary government counterparts for the study will be the BAPPENAS and the Ministry of Environment and Forestry (KLHK). BAPPENAS will coordinate the study with other government agencies.

The consultants will devote up to 80 working days (or 100 days for the Team Leader) over a period of 8 monthsstarting in May 2018.

The Consultant may be required to produce additional outputs, such as PowerPoint presentations, as reasonably deemed necessary by GGGI.

Qualifications/Experience/Expertise

  • A doctoral degree or similar professional qualification in forestry, environmental management, or a related field.
  • At least 20 years of experience on qualitative and quantitative research related to forestry management.
  • In-depth knowledge on Indonesia’s forestry issues, recent national policies in forest and landscape, forest governance and forestry affairs.
  • Proven capacity to present analytical work in clear and compelling reports with operational, actionable, recommendations.
  • Full understanding of recent national and subnational forestry management issues, particularly the Forest Management Units will be an advantage.
  • A strong network of contacts in the Government of Indonesia, especially with BAPPENAS, the Ministry of Environment and Forestry, private sector associations in forestry-related sectors, academicians, and non-government organizations.
  • Strong communication and writing skills, both in Indonesia and English.
