Background

The overarching goal of the Russian Federation-UNDP Trust Fund for Development(UNDP-RTF) Regional Project is to reduce emissions of greenhouse gases (GHG) by promoting energy efficiency (EE) in the countries of the Eurasian Economic Union (EAEU), namely Armenia, Kyrgyzstan, Kazakhstan and Belarus, through realization of energy saving potential in lighting, household appliances and engineering equipment of buildings.

To achieve the said goal, the following complex measures are implemented:

  • development and introduction of modern energy efficiency standards for lighting, household appliances and engineering equipment of buildings,      
  • establishment of testing laboratories’ system and implementation of measures to protect the market against low efficiency equipment,
  • consumers awareness raising on options and benefits of energy efficient technologies, estimation of  reduction of GHG emissions.

The project will focus largely on capacity development and assisting governments, standardization institutions, manufacturing, distributing, retail, consumer and environmental stakeholders in the EEU region to implement the most cost-effective energy efficiency measures available. The project covers country components for Armenia and Kyrgyzstan, as well as the regional component for all four participating countries. The project will be implemented by UNDP through DIM modality. The UNDP CO in Armenia as Lead Country is in charge of overall project implementation, whereas the UNDP CO in Kyrgyzstan is in charge of the national component implementation.

One of key projects’ interventions is support for establishment and further development of the system of energy consuming appliances testing laboratories in the project partner countries in light of development of common energy efficiency regulatory framework in the EAEU. The developed system of testing laboratories is an effective supporting tool for promoting of energy efficient appliances in the EAEU market as well as for setting of regulatory mechanisms to protect the market against low efficiency equipment.  

Duties and Responsibilities

Under overall supervision of the Climate Change Programme Coordinator, under coordination of the Project Task Leader and in close cooperation with the Project International Technical Adviser the incumbent will be responsible for provision of professional expertise to the Project in capacity building of energy appliances testing laboratories of the Project countries.

More specifically the incumbent will perform the following tasks:

  • In cooperation with Project national experts create database of energy appliances testing laboratories in the EAEU countries, including details of the scope of services and testing capacities of registered ones. Provide recommendations on continuous maintenance of the database.
  • Based on assessment of laboratories assessment provide recommendations on modernization of testing laboratories in light of establishment of energy appliances testing laboratories network-system in the EAEU countries.
  • Advise technical regulation bodies of the EAEU on energy efficiency testing capacities development concept.
  • Provide consultations to the Project and its national stakeholders in development, reforming and updating of the national testing systems.
  • Provide professional expertise to the Project in development/adaptation of international or selected national standards on testing methods and procedures to be adopted on the EAEU level.
  • Elaborate the list of equipment for equipping/reequipping testing laboratories in Armenia and Kyrgyzstan for testing energy appliances included into draft EAEU Energy Efficiency Technical Regulation. Provide rough cost estimates of purchase of equipment.
  • In cooperation with Project management as well as national and international technical experts, agree on the list of equipment to be procured and assist in development of the detailed technical specifications of the equipment to be purchased for the selected partner laboratories in Armenia and Kyrgyzstan.
  • Conduct training needs assessment for partner laboratories’ staff capacity building. Provide input to technical, legal/procedural and methodological trainings. 
  • Provide recommendations on organisation of the study tour for the testing laboratory technical staff to the most advanced laboratories in the EAEU countries.
  • Hold country missions to Armenia and Kyrgyzstan (one mission per each country) to provide technical assistance to Project’s national stakeholders and partners.   

Expected Deliverables

1. Report on establishment of the testing laboratories network and cooperation scheme in EAEU countries, including:

  • register of  existing laboratories in the EAEU countries,
  • concept on establishing the network of testing laboratories in the,
  • assess the needs for development of network and continuous cooperation,
  • assess the existing standards applied for testing of EE characteristics in EAEU countries and provide recommendations on adoption of international or selected national standards if needed.
  • Technical assistance to national stakeholders in development of the national energy efficiency testing facilities is provided, including sharing information on technical and cost estimates of testing facilities and services.

 2. Support Armenia and Kyrgyzstan project teams in establishment of national laboratories:

  • Identification the preferred profile of the  testing laboratory based on national priorities and consultations with national stakeholders;
  • Support in elaboration of the scope and technical requirements for establishment of the selected laboratories in both countries;
  • ?raining needs assessment of the staff of the laboratories and input in training sessions organized by the project;
  • Provision of capacity building advisory support for establishment and operation of laboratories

3. Support in organization of the Study Tour for technical staff of national laboratories to the relevant advanced laboratory/laboratories of the EAEU countries.  

Competencies

  • Proven knowledge of technical regulation, conformity assessment and accreditation systems applied within the EAEU. Work experience with the technical regulation and standardization authorities of the EAEU countries
  • Strong knowledge of specifics of testing and assessment of energy efficiency conformity.
  • Strong analytical, reporting and writing abilities,
  • Excellent interpersonal and communication skills.
  • High degree of independence and responsibility.
  • Result oriented, fact based management approach.

Required Skills and Experience

Education:

  • Advanced university degree in standardization, certification or other related field.

Experience:

  • At least 7years of experience in conformity assessment and standardization with specific background in development and/or application of international/national standards and testing methods.
  • At least 3 years of experience in energy efficiency/energy saving standards/regulations application in testing and conformity assessment methods with the special focus on energy consuming appliances. 
  • Work experience with UNDP founded projects is an asset.

Languages:

  • Full proficiency in Russian. Proficiency in English is an asset. 

NDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.

Note:   The financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, travel related expenses and any other relevant expenses related to the performance of services). The candidate will be requested to provide a lump sum price proposal (in USD), including professional fees and travel related expenses with breakdown of the costs supporting the final all-inclusive price. The payment will be processed upon completion of the tasks under each output and confirmation of UNDP CO delivery of the contract obligations in a satisfactory manner.
