UNICEF Indonesia is seeking a Data Analytics Specialist to coordinate digital health activities within the Child Survival and Development (CSD) cluster, and other major data projects across the office. We anticipate this function evolving towards providing cross-cutting office support to strengthening UNICEF’s evidence generation and knowledge management role in support of government, and in particular to develop and lead the implementation of a Data Analytics Strategy for UNICEF Indonesia.

SUMMARY OF THE POST:
UNICEF Indonesia is seeking a Data Analytics Specialist to coordinate digital health activities within the Child Survival and Development (CSD) cluster, and other major data projects across the office. We anticipate this function evolving towards providing cross-cutting office support to strengthening UNICEF’s evidence generation and knowledge management role in support of government, and in particular to develop and lead the implementation of a Data Analytics Strategy for UNICEF Indonesia.

MAIN TASKS AND RESPONSIBILITIES:
The Data Analytics Specialist will have the following responsibilities:


1. Oversee implementation of UNICEF Indonesia’s Strategy for Data Analytics.
The Strategy for Data and Analytics is being developed, and will aim to guide major office-wide data and analytics efforts. It will include reference to principles (e.g. design with Government for sustainability and local ownership) and take account of emerging data privacy concerns in Indonesia and globally. The strategy will also plan for strengthening and formalizing the functions and capacity in data analytics across clusters and field offices and Government to ensure continuity and high quality of results, including going beyond a focus on real-time data collection and traditional government data, to exploring relevant new (big) data sources.

2. Oversee technical work.

Coordinate office-wide work related to data systems, which will include supervising a Data Systems Officer and Outreach Coordinator. In addition, cross cluster engagement and strategic planning for data and analytics engagement. Depending on the topics of engagement the Data Analytics Specialist will be accountable to the chief of that particular section for delivery of results.
3. Documentation.
Develop all program documentation for, including but not limited to program briefs, presentations, donor reports, etc. In addition, the Data Analytics Specialist will be responsible for maintaining documentation on standard operating procedures for the team’s activities.

4. Link to UNICEF CSD programs and cross-cluster support.
Work with the various output managers within CSD and across clusters in the office as well as the data systems team, in order to address the data and analytics needs of the outputs and to identify suitable digital solutions to program challenges. 

5. Manage partnerships and contracts.
This will include outreach and networking with global, regional, and national stakeholders in the space of digital health to document, share and gather lessons on the latest developments.

To qualify as an advocate for every child you will have…

Technical skills
• Strong technical skills in data management, analysis, information technology and problem solving.
• Excellent data analysis skills using Excel.
• Data analysis skills using software such as SAS, STATA, SPSS.
• Strong writing skills for drafting reports, program briefs, communications, etc.
• Knowledge of Indonesia public health system and health related services.
• Knowledge of monitoring commitments pertaining to the Sustainable Development Goals (SDGs) and the Convention on the Rights of the Child (CRC)
• Experience with work big data sources

Communication skills
• Good communication and team work skills for liaising with local counterparts and partners.
• Ability to present statistics in different ways, depending on audience’s interests and data literacy
• Ability to interact with people from different disciplines, and with varying degrees of technical experi-ence. Ability to tailor technical language to people with different backgrounds.

Commitment to continuous learning
• Committed to learning new technologies and adaptability to an ever changing environment is a must.

Education
• Master’s degree in the field of Public Health, Epidemiology, Social Science, Demography, Statistics, Management, or related degree.

Work Experience
• 5 years of work experience in the field of public health and/or project management
• Experience in project development in the fields of innovative technologies
• Exposure to UNICEF programmatic areas including health, communication, child protection and educa-tion is an advantage.

Language
• Fluency in English
