Organizational Setting
FAO Representation in Turkey is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing food security, agriculture and rural development priorities in the country. The main aim of the FAO country office, which is headed by an FAO Representative, is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
 
FAO is implementing an EU funded project\: ‘‘Agricultural Implication for Ecosystem Based Adaptation (EBA) to Climate Change in Steppe Ecosystems (GCP/TUR/063/EC)’.  The project is implemented in partnership the Ministry of Food, Agriculture and Livestock (MFAL) of Turkey.
 
Technical Focus
Ecosystem based adaptation (EBA) in steppe ecosystem, EBA interventions in improving the agricultural implications, legislation, agro-environmental schemes and their reflection into the country’s regulations come together as the technical focus for this assignment.
 
Reporting Lines
Under the overall supervision of the FAO Sub-regional Coordinator for Central Asia and FAO Representative in Turkey, direct supervision of Programme Officer, the technical guidance of SEC Forestry officer, SEC Agricultural Officer, and the Project Coordinators/Chief Technical Adviser, the consultant will perform the following tasks\:
 
 
Tasks and responsibilities
 
  • Review project document and provide input to the implementation of the project activities in overall;
  • Assist in developing a strategy in strengthening the institutional capacity to plan and implement EBA in Anatolian Steppe Ecosystems
  • Review and assess the existing legislative environment in order to provide international perspective of other countries
  • Provide inputs for the introduction  of EBA in the national agricultural policies;
  • Asses the gap analysis undertaken and institutional mapping exercises conducted with relevant government departments and research institutions;
  • Provide inputs to the regular coordination meetings, Project Steering Committee (PSC);
  • Prepare reports on how to incorporate EBA into national policies;
  • Liaise with the project team in providing the efficient coordination during the implementation
  • Provide assistance for the replication phase and to the documentation of the EBA information background;
  • Act as a resource person in the workshops and meetings during the project implementation;
  • Carry out other relevant tasks in the project.
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements
 
  • Education\: Advanced university degree in law, social sciences and relevant area.
  • Experience\:
  • A minimum of seven years’ relevant professional experience, including\:
  • Ability to developing a strategy to strengthen the institutional capacity;
  • Extensive knowledge of international legislative environments;
  • Experience in the area of government and research institutions;
  • Experience in application of gap analysis undertaken and institutional mapping exercises;
  • A good understanding of how to incorporate EBA into national policies;
  • Experience in designing and implementing legislative reports;
  • Must have a high level of computer literacy (competent in MS Office) and good report writing skills.
  • Language\: Working knowledge of English (C level) and another limited knowledge of UN language
