DCA is looking for two Chief Technical Advisors, one with relevant EOD experience and competence and one with relevant IEDD experience and competence, for our Humanitarian Response and Mine Action Unit
Are you ready to take a leading role in DanChurchAid’s work to save lives and protect war- and conflict-affected communities worldwide? Under the banner of Safer Communities, DCA has programmes in Syria, Iraq, Myanmar, CAR, DR Congo, Lebanon, Libya, Mali, and South Sudan. Our work encompasses clearance of minefields and explosive remnants of war; arms and ammunition management; risk education; victim assistance and psychosocial support; as well as armed violence reduction and community safety planning.
As one our new Chief Technical Advisors (CTA), you will be responsible for the establishment and maintenance of technical standards and safety including quality, operational design and advise to the DCA mine action programmes. This challenging role involves concept development and operational planning, quality management and operational supervision, recruitment, training, impact measurement and performance management. You will furthermore be responsible to secure specialist knowledge and support from external agencies in Denmark and globally.
The two CTA will be part of the DCA Humanitarian technical team which brings together all the humanitarian technical advisors. The team is managed by a team leader who reports to the Head of the Humanitarian Response and Mine Action Unit .
Key tasks and responsibilities (in cooperation with the team and country offices):
Technical standards and staff
Ensure that DCA technical knowledge is kept abreast of current developments, particularly IEDD/EOD techniques and procedures
Establish and maintain oversight of technical activities within HMA programmes
Monitor and quality assure field technical operations
Maintain the operational safety and standards incidence reporting and ensure learning is incorporated in procedures.
Continuous refinement of QMS and SOP’s
Technical oversight of Operations Managers to maintain and improve operational standards and output and ensure compliance with SOPs
Ensure that technical staff qualifications are maintained and matched
Coordination
Advise and support technical QA during proposal development, donor reporting and evaluations
Advise Programme Managers in their management of Operations Managers
Advise, support and endorse recruitment of technical Mine action personnel
Programmes & communication
In coordination with the Head of the Humanitarian Unit and the Team Leader for the humanitarian technical team, maintain professional relationships with international stakeholders involved in mine action (incl. UNMAS, GICHD, ICBL, etc.)
Ensure that relevant country programmes adequately reflect operational goals
In coordination with the Head of Unit and the Team leader, monitor, analyse, pursue and position DCA towards new/emerging mine action operations.
Security and Risk
Support risk management and contribute to continual process improvements to enable duty of care and risk management decision
Furthering efforts to build a safety conscious organisation
Review security and safety standards in HMA programmes incl. structures, equipment, procedures, protocols and training levels in close coordination with the DCA Security Advisor
The successful applicant will have the following qualifications and personal attributes:
Proven coordination and advisory skills, and a flair for innovation.
Extensive field- and/or headquarters-based experience from an NGO working with Mine Action programmes in two or more countries at strategic and technical levels
Proven ability to supervise and provide guidance in a multicultural, geographically diverse environment
Comprehensive understanding of Quality and Safety Management systems, and proven ability to operationalise and develop these across very diverse contexts.
EOD at IMAS Level 3+ or NATO STANAG equivalent as well as IMAS/NTSG. Experience dealing with IEDD is desirable.
Excellent written communication skills
Fluency in English is a must
working knowledge of a Scandinavian language and/or French is an advantage.
Ability to work in a multi-disciplinary team and travel 100-125 days a year
