The EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (Ops) – Equity, New Products and Special Transactions Department (ENPST) – Infrastructure New Products and Special transactions (ENPST-1), at its headquarters in Luxembourg, a:

(Senior) Investment Officer

This is a full time position at grade 5/6

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The (Senior) Investment Officer, internally referred to as (Senior) Loan Officer will be responsible for the origination and execution of junior debt and equity-type transactions, as well as the development of new debt and equity products and execution of pilot operations, in the infrastructure area, mainly in but not limited to Europe and using EU-EIB financial instruments under the European Fund for Strategic Investments (EFSI), the Connecting Europe Facility (CEF) or InnovFin Energy Demo Projects (EDP), among others. This builds on the Division’s role in the development and implementation of new products - including most recently in its contributions to the EIB Equity Strategy.

Operating Network

Reporting to the Head of Division, you will cooperate closely with colleagues in the ENPST team as well as with the Ops Geographical Departments to implement new products and initiatives. You will also collaborate closely with other teams of the Bank (e.g. Risk Management, Legal Services, technical specialists in the Projects Directorate, etc.)

Accountabilities

Your prime responsibilities will be the development and implementation of new products and execution of transactions, in close coordination with Bank colleagues as required. This requires upstream engagement with national authorities, sponsors and financial advisers on identification of opportunities and development of concepts to meet these.

Transaction origination process

You will keep track of infrastructure developments throughout Europe to identify and promote new product opportunities meeting Bank objectives. Specifically, you will, among others:

  • Originate, screen and identify lending or quasi equity investment transactions in the infrastructure space, mainly in the EU but also outside of the EU.
  • Build and maintain relationships with existing and future clients, as well as market practitioners
  • Represent EIB at conferences and help organize promotional events

Lending/investment process

  • Evaluate, from an early stage, the quality of potential projects and their chance of success, including as appropriate in consultation with the other EIB services
  • Develop deal structures and negotiate term sheets
  • Lead and coordinate the appraisal process in close collaboration with EIB’s internal services according to established procedures and processes – including, but not limited to, undertaking financial and risk analysis, drafting reports and approval documents in cooperation with the Bank appraisal team and be responsible for the approval process
  • Negotiate terms and conditions of contracts and other project documents with clients, legal advisors and internal services
  • Lead the disbursement process and fulfilment of conditions. Follow-up developments of the project, in coordination with other Bank Services

Product development

  • Develop products based on identified market gaps (on her/his own or in cooperation with EC or other IFIs/partners)
  • Present and defend the new product concepts both internally and vis-à-vis third parties
  • Identify and implement pilot operations under new initiatives/products
  • Share knowledge and experience on the development and management of operations within the team and across the Bank.
  • Engage in market awareness raising events as applicable.

Special transactions

ENPST is responsible for the business delivery of Special Transactions that:

  • are not scalable across regions (niche products),
  • target different client groups from those on which  Geographic teams will naturally not focus on,
  • Combinations of products requiring two different operational teams.

Qualifications

  • University degree, ideally at Masters level, in Finance, Economics or any related subject
  • At least five years' experience of negotiating long-term Project Finance and/or Structured Finance transactions and/or Equity financing within the infrastructure domain
  • Experience in structuring and modelling of complex project finance transactions (either from the debt or equity side)
  • Expertise in financial analysis as well as experience in credit risk assessment
  • Experience in the debt or equity capital markets would be an advantage
  • Knowledge of the standard banking computer tools
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an asset)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
