General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive management and supervisory experience;
  • Experience in preparing analytical reports;
  • Knowledge of specific political issues, international and OSCE standards for democracy building, including good governance, and media development. Professional fluency in the English language;
  • Detailed knowledge and insight in democratization programmes and quality control of programmes;
  • Substantial project management experience, specifically with results based project management;
  • Knowledge of regional political history and developments;
  • Demonstrated cultural sensitivity and judgement to local conditions and communities;
  • Leading by example with demonstrated ability and willingness to work as a leader of a team, with  people of different cultural and religious backgrounds, different  gender,  and  diverse  political views, while maintaining impartiality and objectivity;
  • Ability to operate windows applications, including word processing, power point and e-mail.

Desirable:

  • Knowledge of OSCE principles and commitments;
  • Knowledge of the local language or most common lingua franca in the mission area.
 
Tasks and Responsibilities

The Democratization Department programme constitutes a key component of the Mission's mandate through assisting in the establishment of a viable and accountable democracy in Kosovo. It focuses on monitoring the work of the Kosovo institutions, identifying shortcomings and supporting further capacity building. It provides these institutions with on­ site coaching and mentoring and facilitates the exchange of best practices.  The  Department of Democratization consists of the Analysis and Reporting Cell, Translation Cell, Media Section;  Governance Section (local & central governance, and elections portfolios); and Public Participation Section (CSOs, women and youth portfolios).

Under the direct supervision of the Head of Mission/Deputy Head of Mission the incumbent:

  1. Managing, directing and leading the Programme of the Democratization Department;
  2. Supervising all  organizational units of the Department and their mission members;
  3. Programmatically overseeing the mission members assigned to the Field Support Section in the 5 Regional Centres;
  4. Ensuring efficient and effective communication, co-ordination and co-operation with other programmatic departments of the Mission, as well as central co-ordination, political, legal and communication units within the Mission;
  5. Ensuring efficient and effective communication, co-ordination and co-operation with Mission field structures;
  6. Fostering synergies between the Democratization Department and other programmatic departments within the Mission;
  7. Directing the process of policy formulation, strategic development, programme planning, programme implementation and quality assessment  for  the  Democratization  Programme in the areas of good governance, civil society, independent institutions and regulatory bodies, media and elections, amongst others;
  8. Overseeing and ensuring provision of timely and quality inputs from the Department to the development of the Mission's programme budget and its implementation;
  9. Ensuring efficient and effective development, implementation and monitoring  and evaluation of the departmental projects;
  10. Participating, on behalf of the Department and the Mission at project activities, events and conferences, as appropriate.
  11. Liaising with local and international interlocutors  and co-ordinating  with them  the work of the department;
  12. Advising and assisting the Head of Mission and the Deputy Head of Mission in engaging in effective advocacy on the issues pertaining to the department's programme areas;
  13. Representing the department at regular and ad hoc co-ordination mechanisms of the Mission;
  14. Performing other duties as assigned.
