The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified international consultant for Sector Review Specialist for the Mid-Term Review of the Education and Sports Sector Development Plan (ESDP) 2016-2020 in Laos PDR. This assignment is to provide support to the Ministry of Education and Sports (MOES) and its partners in the preparation and conduct of the Mid Term Review (MTR) of the Education and Sports Development Plan (ESDP) 2016-2020 for a period of approximately 3.5 months starting 01 August 2018.

The United Nations Children's Funds (UNICEF) in Vientiane, Lao PDR is looking for a qualified international consultant for Sector Review Specialist for the Mid-Term Review of the Education and Sports Sector Development Plan (ESDP) 2016-2020 in Laos PDR. This assignment is to provide support to the Ministry of Education and Sports (MOES) and its partners in the preparation and conduct of the Mid Term Review (MTR) of the Education and Sports Development Plan (ESDP) 2016-2020 for a period of approximately 3.5 months starting 01 August 2018.

Duties and responsibilities:

The consultant will support the ESDP MTR Secretariat of MoES in the following tasks:

  • To review draft ESDP/MTR work plan, including roles of MoES staff and various TA;
  • In conjunction with the Education Advisor, to review the reporting templates for central line departments and Provincial Education and Sports Services (PESSs);
  • To conduct in-depth analysis of ESDP Part 1 sector performance and achievement
  • To review ESDP Monitoring and Evaluation (M&E) Framework and Key Performance Indicators (KPIs), including sub-national and Sustainable Development Goals (SDGs);
  • To ensure that key governance topics (e.g., decentralization, teacher management, capacity development) are adequately addressed in ESDP/MTR findings and recommendations;
  • To assist ESDP MTR Secretariat with organization and reporting of consultation meetings, including the final joint ESDP/MTR review mission;
  • To coordinate inputs from each ESWG Focal Groups (FGs) and Technical Working Groups (TWGs) and in-country experts;
  • To present recommendations on the revisions of the ESDP 2016-2020; and
  • To take responsibility for drafting of all main reports from ESDP/MTR.

 

Education, Qualifications and Experience Required:

  • Advanced University degree in Education, Social Sciences or a related field;
  • At least 10 years' experience in education policy development, strategic planning and review at the sector level.
  • Previous working experience in monitoring and evaluation.
  • Previous working experience related to education governance and capacity development;
  • Previous experience in education sector in South-East Asian countries, especially Lao PDR, would be an advantage;
  • Proven ability to manage a team in a collegial style under tight timelines;
  • Proven ability to build consensus among a broad range of stakeholders including development partners and government both from within and outside the sector; and
  • Excellent inter-personal and written communication skills in English language, computer literate, and effective advocacy skills.
