Context:

The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies.

Under the direct supervision of the Senior Regional Emergency and Post-Crisis Officer, Regional Office for Asia and the Pacific (ROAP) and overall supervision of the Regional Director in Asia and the Pacific, Bangkok, Thailand and in coordination with the Global DTM team in Headquarters (HQs), Geneva, Switzerland the successful candidate will be responsible and accountable for providing coordination and management support to country offices in Asia and the Pacific to implement country level and regional DTM projects and initiatives. Core Functions / Responsibilities:

1. Manage the technical aspects of regional DTM support operations and initiatives and ensure synergy of various related tools and systems development with the Global DTM support team in HQ.

2. Provide technical advice and support to DTM regional and country level projects and Page 1 / 4initiatives including in crisis and post-crisis contexts. 3. Provide on-site or remote direct operational and technical support to DTM programmes in the region as required, including regular travel to IOM field offices and missions to support DTM implementation.

4. Integrate surge support teams, as required and support country offices with recruitment of DTM coordinators and ensure that DTM operations are adequality staffed. 5. Develop, manage, implement, fund-raise for and report on DTM related projects and programmes in Asia and the Pacific.

6. Regularly monitor, advise and implement all necessary modifications in relation to the implementation of DTM related activities to be fully aligned to global level standards and ensure compliance at the country level.

7. Monitor and advise, on the production of information products in relation to regional and country-level DTM, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to ensure their highest possible quality. Create products independently using secondary source data to support missions with no capacity, particularly during initial crisis response actions.

8. Implement training and other capacity building activities on DTM to programme staff. 9. Provide technical liaison with relevant stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM programmes and projects at the regional and country levels.

10. Provide advisory services and technical support on information management approaches

and practices in other areas of work of DOE, including: collection, processing and analysis of data and information; and information management policies and procedures, with an emphasis on technological applications.

11. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.

12. Represent IOM ROAP at the Regional Information Management Working Group (RIMWG) in Asia Pacific, the Regional Consultative Group Civil Military (RCG-CivMil) IM Working Group, and at other relevant working groups or initiatives that require information management and data analytics.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with fiver years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in humanitarian emergencies;

• Experience in the development and implementation of the Displacement Tracking Matrix Page 2 / 4(DTM) or similar assessment and information management activities; • Experience in a wide variety of software applications including GIS, Database, and Visual analytics;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage. Desirable Competencies:
