Consultant: Social Welfare Coordinator (6 months)

The consultancy will support the Child Protection sector in its linkages and programmatic work on social welfare systems strengthening, parenting and birth registration. Intra-UNICEF coordination will also be supported, particularly the CP involvement in the First 1,000 days Programming and the rationalization of multiple parenting programmes across sector.

Major Tasks

  • Assist government and NGO counterparts to plan and organize Child Protection related training programmes, particularly for the integrated First One Thousand Days (F1KD).
  • Participate in inter-sectoral collaboration with other programme sections and relevant sister UN agencies, particularly coordinating with UNHCR counterparts working on initiatives on Birth Registration and of the Coalition on Every Child's Right to a Nationality, with UNHRC.
  • Provide technical assistance and coordination support to ongoing initiatives related to protection of children through the systems based approach, particularly the UP Sikhay Project undertaken with the Department of Social Welfare and Development on social services workforce.
  • Support coordination to ensure facilitated implementation of project activities at the national level as well as in the designated UNICEF areas related to social welfare systems strengthening.  Undertake field visits to coordinate with partners, identify implementation issues and constraints, and propose remedial measures and/or alternative courses of action to improve results-based programme management, and service delivery linking with UNICEF programme specialists for mitigation and programmatic decisions, particularly in the ongoing programme on parenting with Ateneo De Manila University on Masayang Pamilya.
  • Support CP programme specialists in liaising with partners and other UNICEF sectors for the preparation of project progress reports and funding proposals required by office, as well as for donors, for purposes of budget review, programme analysis, fund raising, annual reports and others. Embedded in this is support for Missions and joint advocacy activities.
  • Provide coordination support for Social Welfare specialist and Child Protection and UNICEF officers working on social welfare and SW-related programmes (i.e. parenting, F1KD, case management) to ensure facilitated implementation of ongoing Programme Cooperation Agreements and Rolling Workplans.
  • Provide technical assistance on social welfare systems strengthening and related areas.

Qualifications and Competencies of Successful Consultant

  • Advanced degree (Master’s or higher) in social work, community development, psychology, family life or other fields related to social welfare and development work, child development, child protection and humanitarian work.
  • At least 5-years of solid experience in multi sectoral parenting support interventions including experience with child protection, family life, health and nutrition, WASH, and ECCD.
  • Excellent knowledge on social welfare systems and workforce.
  • Excellent knowledge of parenting support interventions with experience in field implementation.
  • Solid experience on coordination with Government and NGOs working on child protection area.
  • Understanding of Philippine socio-political context with knowledge of work related to parenting support interventions in East Asia Pacific regions, child protection and health systems, ECCD framework, knowledge of child rights/child protection, planning monitoring and evaluation is essential.
  • Sensitivity towards ethics with regards to socio cultural issues,  local customs, religious beliefs and practices, personal interaction and gender roles, disability, age and ethnicity.
  • Strong analytical and interpersonal skills.
  • Ability to work closely with national and international actors with tight deadlines.
  • Comprehensive experience in coordination work and networking.
  • Willing to conduct field visits and attend meetings.
  • Fluent in English and knowledge of Filipino languages an asset.
  • High level of writing, analysis, communication and computer skills.
  • Dynamic, independent, self-motivated and well organized.
