Organizational Setting
 
The government of Sri Lanka, through the 4-year project, “Implementation of the National Biosafety Framework in accordance with the Cartagena Protocol on Biosafety”, which is funded by the Global Environment Facility (GEF), is strengthening the country’s institutional and human capacities for the implementation of the National Biosafety Framework (NBF) and hence the safe handling of living modified organisms (LMOs) or genetically modified organisms (GMOs).   The National Executing Agency of the project is the Ministry of Mahaweli Development and Environment (MoMD&E) while the Food and Agriculture Organization of United Nations (FAO) is the GEF and Implementing Agency.
 
An International specialist on strategy for public participation and outreach will contribute to the implementation of this project.
 
Reporting Lines
 
The international specialist will work under the overall supervision of the FAO Representative for Sri Lanka and Maldives and technical guidance of the Lead Technical Officer and relevant FAO Technical Officers. He/she will work closely with the national and international consultants, staff of the Project Management Unit, the Sri Lanka National Science Foundation and the Agriculture Biotechnology Centre.
 
Technical Focus
 
Strategizing public awareness, outreach, public participation and information dissemination
 
Tasks and responsibilities
 
  • Conduct a desk study  to review relevant documentation and consult with relevant government departments, non-governmental organizations and other national and international organizations as applicable and generate information for developing a public awareness and outreach strategy
  • Develop a public awareness and outreach strategy encompassing all sectors in the society to disseminate knowledge about biotechnology, biosafety, Cartagena protocol, Biosafety Act, Biosafety Regulations, Administrative and Operational procedure on biosafety as relevant to each of the sectors in the society of Sri Lanka
  • Design awareness programs providing technical insight for each of the sectors in the society
  • Provide technical support and guidance, reflecting international best practices, towards preparation of outreach material on Biosafety for awareness activities
  • Develop a mechanism for public consultation through websites and other processes
  • Develop a strategy for facilitating public participation as mentioned in the article 23 of the Cartagena protocol
  • Initiate a database of biosafety stakeholders to facilitate public participation in national discourse of the theme 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • University degree in Communications, Strategic Communications or related disciplines
  • At least 5 years of experience in developing public participation and outreach strategy in accordance with the Cartagena Protocol on Biosafety
  • Working knowledge of English

Selection Criteria
 
•               Demonstrated experience supporting the preparation of strategy for public awareness, outreach, public participation and information dissemination
•               Previous experience in the region (South Asia) is highly preferable
