Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.  
DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

 

About the job

Role & Responsibilities 

Under the direct supervision of DRC Cash and Livelihoods Technical coordinator and under the technical supervision of the shelter and infrastructure Area manager, the consultant will have the direct responsibility over the following activities:

 

Phase A - Inception report (6 days)

After reviewing the project documents (proposal, BoQ, technical design) and conduct one field visit to each site, the consultant will produce an inception report that clearly define the scope of work, methodology and workplan for the entire duration of the contract. The inception report will need to be validated by DRC technical coordinator before proceeding to the next phase. This includes: 

  •  Revise the submitted proposal, technical BOQ and participants’ calculation and provide valuable notes and recommendations. 
  •  Revise the existing work plans and advise on the best sequence of works to assure a timely completion of the projects

     

    Phase B – Technical assessment and survey (6 days) 

  • Based on available resources and needs, the consultant will have the responsibility to supervise the collection of data and analysis of the required tests and assessments prior to the implementation. This includes: 
  •  Conduct and supervise surveyors for the data collection for hydraulics and structural design calculation (discharge capacity, flow, velocity, water loss, etc.), Hydrological analysis (quantity and frequency of runoff surface and groundwater, etc.), topography and geotechnical testing for the soil where needed. This will allow to review the topography sections, cross and site sloping, reinforcement, ditches, culverts, horizontal and vertical alignment, materials width etc. 
  •  Based on findings from the surveys and assessments, provide technical guidance on any changes or actions needed required to ensure quality and effective implementation of the project. This includes reviewing technical drawing, technical specification and BoQ.

     

    Phase C – Monthly follow up and progress report (20 days) 

  • Throughout the implementation at the worksite, the consultant will have the responsibility to conduct regular follow up visits at each worksites tentatively on a monthly basis (to be defined at inception phase). The follow up visits objectives are to assess progress on the implementation according to the workplan, mitigate any issues related to the construction work, procurement/supply and design and proposed timely and practical solutions and recommendations. 
  •  Provide technical recommendations on the materials, equipment and machines used in order to attain high quality of works. 
  •  Provide Technical recommendations on the applied construction methods in order to attain high quality of implementation; 
  •  Provide technical recommendation on the type and quantity of materials based on the progress during the implementation; 
  •  Investigate damage, accidents and risks, and advise on methods to rectifying construction damages. 
  •  Participate in meetings with the donor and provide technical insight; 
  •  Prepare Technical reports on the progress of works including recommendations and lessons learnt.

     

    Phase D – Final evaluation and report (8 days) 

  • After completion of the projects, the consultant will conduct a final assessment of sites including quality checks, hydraulic and strength test, cost analysis, environmental and risks assessments, etc. This will includes the production of a final report and a presentation of the main findings, future actions to be taken, lesson learns and recommendations. 
  • Activities 
  • The types of activities to be conducted by the consultants are: 
  •  Desk review of project’s proposal and preliminary design (including a inception report) 
  •  Site visits and data collection 
  •  Technical calculation and design (including drawings); 
  •  Attending regular meetings internally and externally with the different stakeholders.

     

    Deliverables 

1. Inception report (detailing activities to be conducted, work plan and resources needed)

About you 

To be successful in this role we expect you to have a A minimum of 7 years’ experience working in infrastructure works mainly related to roads design and construction as well as  works  related to irrigation systems

 

 Moreover, we also expect the following:

Required  

• Ability to conduct geometric, Hydraulic, hydrology and civil designs. 
• Civil Engineer. Diploma or equivalent 
• Excellent in AutoCAD as well as design software (Robot, Safe, ETABS…) 
• Ability to manage the works of a land surveyor.  
• Experience in preparation of Technical specifications and BOQs. 
• Problem-solving Skills, critical thinking skills, time and budget management capabilities. 
• Ability to produce high quality analytical material in English. 
• Good communication skills with land owners, Municipalities, Moukhtars and Beneficiaries. 
• Fluency in English is compulsory. Proficiency in Arabic is also essential, otherwise the consultant must hire a translator.
