Founded in 1946, today the Norwegian Refugee Council (NRC) works in both new and protracted crises across 31 countries. Our 6,000 employees provide life-saving and long-term assistance to millions of people every year. NRC specialises in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene. NRC is a determined advocate for displaced people. We promote and defend their rights and dignity in local communities, with national governments and in the international arena.

NRC’s expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. NORCAP experts help improve international and local ability to prevent, prepare for, respond to and recover from crises. 

NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

We are looking for two dedicated Country Directors (CD) who would like to further develop and strengthen our country operations in the Central African Republic or in the DR Congo

The activities of NRC in CAR include five of NRC's core competencies: Information, Councelling and Legal Assistance (ICLA), Education, Food Security, WASH and Shelter. The NRC team in CAR has currently around 260 staff members, working from our offices in Bangui, Carnot, Ndele and Sibut.

NRC has been present in DRC since 2001 and runs operations in the eastern provinces of North & South Kivu, Tanganyika and Kasai, implementing Education, Food Security, WASH, Shelter and ICLA. The CO has been expanding steadily the past two years and the team currently consists of around 330 staff members.

Both countries maintain a rapid, integrated emergency response capacity while also focusing on facilitating durable solutions to displacement. NRC is also implementing an innovative project on humanitarian mediation, piloting new approaches to improve protection of civilians conflict prevention and mitigation. This project is implemented in CAR, DRC as well as in Mali.

The Country Director has the overall responsibility for the country operation, is a permanent member of the Central- and West Africa (CWA) Management Group, and reports to the Regional Director of CWA.

Job description

The Country Director is overall responsible for:

National representation and coordination
Development and execution of country strategy
All in-country activities, personnel and the Country Management Group (CMG)
Safety and security of all staff
Provide vision, promote ideas, gain agreement and act as a role model
Analyse the political and humanitarian context and make the NRC programme relevant to the context in CAR/DRC and the Great Lakes
Motivate and coach staff in order to create effective teams, with particular attention to ensuring an efficient Country Management Group
Be a proactive member of the Regional Management Group, promote collaboration with other COs and the Regional office and contribute to the development of the Central and West Africa Region as a whole.

Qualifications

Minimum 5 years experience from working as a Senior Manager/Country Director in humanitarian/recovery context
Experience from working in complex and volatile contexts
Documented/proven results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English, both written and verbal
Valid driver’s license
Knowledge from the specific contexts of CAR/DRC and the Great Lakes
Experience from advocacy work

We offer

Commencement: October 2018, both positions
Duration CAR: 18 months
Duration DRC: 24 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Level: Grade 12 in NRC's grade structure (see attached)
Duty station CAR : Bangui, with frequent travels to the field
Duty station DRC: 50% Goma, 50% Kinshasa, with frequent travel to the field
Approved health certficate will be requested before contract start
