We are looking for an experienced candidate to fill the role of Protection Coordinator for DRC in Myanmar based in Yangon.

In Myanmar, DRC has been present since 2009, as both DRC and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action. DRC is currently engaged in responses in Rakhine, Kachin, Kayah and Northern Shan States. DRC's response is targeting displaced and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Livelihoods, shelter and mine action.

 

DRC/DDG Myanmar currently employs over 280 national, 24 international staff and operates from six operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar include ECHO, OFDA, UNICEF, UNHCR, DANIDA, SDC, DFAT, LIFT, USAID, DFID, EC and private donors.

 

About the job

DRC is one of the largest INGO protection actors in Myanmar actively coordinating and advocating for improving the protective environment for all communities.  DRC uses community-based approaches for protection, child protection and GBV interventions in its areas of operation to deal with protection issues from displaced and non-displaced at-risk groups and individuals. The programme also aims to identify and build synergies with early recovery and development actors that are working on and are better positioned to address environment building activities. There is scope within the programme for expansion in terms of sectors and geographical locations.

 

The Protection Coordinator has the overall responsibility for providing technical and programmatic support for DRC protection activities in the DRC areas of operations in Myanmar. The role will include harmonisation of tools, implementation of strategy and training to ensure DRC has a consistent and clear approach to protection across all sites. The Protection Coordinator will lead in finalization and roll out of protection strategy including development of protection related advocacy messages using data driven evidence.

 

Main Responsibilities  

The duties include, but are not limited to the following:  

 

General

  • Lead in reviewing and updating of the Myanmar protection strategy and ensuring harmonization across DRC Myanmar’s protection portfolio.
  • Produce high quality public and private policy and advocacy materials including talking points, letters, briefing notes, position papers, and advocacy reports with specific focus on protection
  • Participate in the strategic evaluation process for new funding opportunities and take a lead role in the proposal development processes, including drafting and producing high quality concept notes and proposals that support DRC Myanmar’s strategic programming goals in protection sector.
  • Ensure implementation of protection mainstreaming/integration guidance, close coordination with other sectoral specialists or advisors.
  • Implement new approaches to Protection Information Management Systems.

 

Protection

  • Provide technical assistance to Protection teams and regularly review workplans and SOPs to update and adjust as needed.
  • Review and update of the Protection Monitoring system on an annual basis or as needed.
  • Lead on the rollout of a country-wide DRC platform for information management, including moving protection monitoring systems onto the platform.
  • Lead on the rollout of Primero (CPIMS+/GBVIMS+) in country in collaboration with UNICEF and other Child Protection agencies, designing the system for CP, GP and GBV case management.
  • Finalize monthly protection monitoring reports and compile into a monthly DRC Myanmar Protection Monitoring report for external circulation.
  • Provide external protection reports, adapted for specific audiences based on internal protection monitoring reports from the different field offices.
  • Provide trainings and capacity building to staff and to local authorities on key DRC protection concerns such as durable solutions.
  • Develop awareness curricula and supporting IEC materials where needed for the implementation of a comprehensive training and awareness package for the community.
  • Monitor and quality control of Protection programming; particularly in relation to data management and psychosocial support for IDPs as part of holistic case management programming.
  • Coordinate with other sectors to move towards integration of protection programs wherever possible or mainstreaming of protection within other sectors where integration is not available.
  • Contribute to and coordinate the design, implementation and evaluation of Protection related programming to secure follow on or expansion funding for the protection portfolio as per identified needs and in a standardized manner across programmes.
  • Monitor the quality of activities implementation and provide technical advice to field project staff as necessary.
  • Organize and facilitate regular Protection team meetings across multiple states for knowledge sharing, peer support and quality improvement.

     

    Protection related Advocacy

  • Prepare briefing notes and advocacy papers as relevant, and attendance at meetings/briefings with key identified stakeholders.
  • Represent DRC at Yangon Protection Working Group, ensuring that issues from the field are raised and addressed.
  • Represent at other working groups in Yangon such as Child Protection, GBV and others according to the needs/priorities.
  • Organize quarterly Protection donor briefing to present DRC Protection Monitoring findings and advocate on issues affecting beneficiaries, explore opportunities for inclusion of other programmatic areas into such brief
  • Finalization together with senior management and rollout of the Protection strategy and review/adjust as needed on a periodic basis.

 

Core Humanitarian Standards 

  • Assess gaps and work to support country and project level policies and practices to ensure DRC is compliant with the Core Humanitarian Standard.
  • Support the development of an organizational culture that reflects DRC mandate and values as a humanitarian organization.

Knowledge and Experience

  • Masters Degree relevant to humanitarian work: preferably in law, social sciences or humanitarian aid.
  • Significant knowledge of International Human Rights Law, particularly with Refugee Law and of Durable Solutions.
  • Minimum 6 years international experience implementing and developing Protection programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in remote environments.
  • Experience of general protection as well as Child Protection and GBV programming, specifically with direct experience in Protection Monitoring and Case Management in emergency settings.
  • Experience in international humanitarian work, advocacy and policy development at national level, and of high level representation.
  • Experience of preparing a protection programming strategies and advocacy strategies for a complex programme covering multiple sites.
  • Experience in coordinating and standardizing approaches across a multi-site programme.
  • Experience of integrating protection with other sectors’ programming.
  • Experience providing remote technical guidance and developing training to suit a variety of audiences.
  • Demonstrated ability to conduct trainings on protection and human rights topics, including staff training.
  • Knowledge of and experience in handling situations of statelessness and durable solutions.
  • Experience of information data management, utilizing databases and platforms.
  • Strong experience with M&E tools.
  • Fluency in English.

We offer

DRC will offer the successful applicant a 12 month contract; renewable dependent on funding and performance.
