Organizational Setting
 
The Statistics Division (ESS) develops, and advocates for the implementation of methodologies and standards for data collection, validation, processing and analysis of food and agriculture statistics. In these statistical domains, it also plays a vital role in the compilation, processing and dissemination of internationally comparable data, and provides essential capacity building support to member countries.
 
The ESS Agricultural Census Team is responsible for monitoring and documenting the implementation of censuses under the 2010 and 2020 Round of the FAO World Programme for the Census of Agriculture (WCA); and for developing methodological guidelines for the WCA. The Team is also responsible for documenting country practices and assisting countries in carrying out their national agricultural census at least once every decade using standard international concepts, definitions and methodologies.  The Team also coordinates capacity development activities conducted by the Statistics Division in order to strengthen national agricultural statistical systems
 
 
Reporting Lines
 
The Consultant or PSA will work under the immediate supervision of the Census Team Leader of ESS, and the general oversight of the Director and the Deputy Director of the Division. He/she may be called upon collaborating with other FAO Divisions and teams.
 
Technical Focus
 
The Consultant or PSA subscriber will work in the following statistical domain\:
  • Agricultural surveys and censuses;
  • International definitions and statistical standards.
 
Tasks and responsibilities
 
The Consultant or PSA will provide research support and assistance in the preparation of three publications related to the 2010 round of the Census of Agriculture (2006-2015)\: Main Results and Metadata by countries (SDS 17), Analysis and International Comparison of the Results (SDS 18) and Methodological Review (SDS 19). In close collaboration with the team and relevant consultant(s)/PSA(s), the incumbent will carry out the following tasks\:
 
  • Conduct research, support the compilation and assembling of country census metadata and tools and summary data required for the preparation of SDS 17, 18 and 19;
  • Prepare a list of country’s missing information for SDS 17, 18 and 19 and assist in the follow up with countries for any missing documentation/information and clarifications needed for the publications, as well as for the clearance of national methodological reports and key census data;
  • Assist in the preparation of inputs for SDS 17, 18 and 19, including text, statistical tables, boxes, figures (country examples) and charts in line with the agreed format and outlines of the publications;
  • Assist in reviewing and ensuring of internal and external consistency of SDS 17, 18 and 19;
  • Incorporate comments and adjustments received from the team and consultants/PSAs.
 
The Consultant or PSA will perform other related duties as required.

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • For PSAs\: University degree in statistics, economics, social sciences, or a related and relevant field.
  • For Consultants\: Advanced University degree in statistics, economics, social sciences, or a related and relevant field.
  • 1 year of relevant experience in the above mentioned statistical areas of work and / or fields of application.
  • For PSAs\: Working knowledge of one of the FAO official languages.
  • For Consultants\: Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
 
Desirable skills and competencies
  • Extent and length of knowledge and experience in performing the above mentioned tasks and responsibilities in the relevant statistical field
  • PhD or equivalent degree in relevant disciplines – this may substitute for 1 year of experience
  • Ability to draft quickly, clearly and concisely and to communicate effectively in English
  • Ability to work independently, with minimum supervision
  • Previous working experience with FAO and its partners in the above mentioned statistical domain and tasks
  • Experience in the provision of technical assistance to countries and/or professional experience in national statistical services
