Organizational Setting
 
The NAP-Ag programme is implemented by UNDP and FAO for its extensive network of specialized technical team, in the case of UNDP in climate compatible development, disaster risk reduction, governance and national planning and budgets. For its part, FAO for its specialization in agriculture and food, offering its experience to establish best practices in agriculture, forestry and fisheries.
Philippines, because of its geographical location and its socioeconomic conditions, is a country vulnerable to climate change. Considering that the Agricultural Sector, due to its high dependence on climatic conditions, is one of the main sectors affected by the effects of climate change and variability, it is necessary to strengthen national actions to promote the adaptation of Climate Change, particularly in rural areas where the most vulnerable population is found.
 
The "NAP-Ag Philippines" Project responds to the Draft Conclusions drawn from the United Nations Framework Convention on Climate Change (FCCC / SBI / 2013 / L.10 / Add.1 and SBI / 2014 / L.19), Inviting United Nations organizations, specialized agencies and bilateral organizations to improve the financial and technical support of the NAP process in developing countries. In the project, the joint action of FAO and UNDP seeks to o identify and integrate climate adaptation measures in the agriculture sectors into relevant national planning and budgeting through the development of National Adaptation Plan (NAP) process and the updating of the National Climate Change Action Plan in the Philippines (NCCAP). The project will be implemented starting 2016 and will end on 2018.
 
Reporting Lines
 
Under the overall guidance of the FAO Representative, the direct supervision of the Assistant FAO Representative (Programme), and the day to day guidance of the National Disaster Risk Reduction and Climate Change Adaptation Specialist, the National Monitoring and Evaluation Specialist has the following objectives\:
 
Tasks and responsibilities
 
  • Validate with the Coordination of the NAP-Agriculture Project the work plan and action schedule presented in the methodological proposal.
  • Review and analyze at least the priority development instruments, adaptation policies, DRM / DRR promotion policies\: among others, in order to identify thematic inputs on M&E for the preparation of the M&E training workshop.
  • Conduct weekly meetings via Skype with the coordination team of the M & E training workshop
  • Mapping vulnerability studies, plans, policies, projects and M&E systems in the country.
  • Use the questions in Annex 2 for the gathering of information through meetings with representatives of key government agencies and coordinating bodies working on climate change adaptation and disaster risk reduction and management, as well as institutes of research, academia and other institutions that collect data relevant to adaptation and disaster risk reduction.
  • Identification of opportunities to advance the issue of M&E in the agricultural sector.
  • Inventory of existing adaptation indicators in policies, programs and main projects in the country
  • Inventory and gap analysis of existing data sources
  • Contribute to develop the content of the examples, the case studies, and the exercises of the thematic modules of the workshop.
  • If necessary, perform any other related activity in mutual agreement with the parties involved as long as they do not cause delay in the fulfillment of the main activities and are linked to the results of this consultancy.

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Master’s degree in the field of agricultural or environmental sciences, biology, professional environmental sciences, agricultural sciences and livestock related to the agricultural sector, livestock and food security.
  • Minimum of five (5) years of experience in issues related to climate change and vulnerability and its relationship with the agricultural sector.
  • Basic knowledge of the English language.

Selection Criteria
  • Minimum of four (4) years of experience in the design and implementation of indicator systems in the areas of climate change, rural development, food security, natural resources, forestry, agricultural production, and other related areas.
  • Three years (3) of experience in facilitating processes during workshops, presentations and consultations with local actors and other participants, being essential the ability to reach agreements, consensus, synthesize points of view, negotiate with the various actors, resolve conflicts and specify actions
  • Windows, MS Office Platform and other programs that can be accredited
