Recognizing the devastating impacts of violence against children, in 2015 world leaders committed to end all forms of violence, abuse and neglect by 2030, as part of the Sustainable Development Goals. In July 2016, the UN Secretary-General launched the Global Partnership to End Violence Against Children and an associated Fund. In its first two years, the Partnership has galvanized those working to end violence, including through an inaugural End Violence Solutions Summit. Building on this initial progress, the Partnership Secretariat is evolving its strategy, operational approach and business model, to better support the collective impact of the Partnership. In the scale-up phase, the Secretariat will: raise awareness and grow demand for change; make a compelling investment case and mobilize new resources for everyone working to end violence against children. The Movement and Resource Mobilization Lead will manage the End Violence Secretariat’s work to catalyze a global movement and raise resources for everyone working to end violence against children. This will involve overseeing the Secretariat’s External Relations and Resource Mobilization priorities, working globally with diverse partners to get end violence on the global agenda, and mobilizing new resources to end violence.

Global Partnership to End Violence Against Children

 

1 August 2018 to 15 July 2019, 11.5 months

 

Background & Rationale

 

Every year, over 1 billion children experience violence.

 

Violence in childhood undermines all other investments in children; in their health, education and development, often with negative lifelong consequences and intergenerational impact.

 

Recognizing the devastating impacts of violence against children, in 2015 world leaders committed to end all forms of violence, abuse and neglect by 2030, as part of the Sustainable Development Goals.  In July 2016, the UN Secretary-General launched the Global Partnership to End Violence Against Children and an associated Fund.

 

The Partnership includes governments, UN agencies, international organizations, civil society, faith groups, the private sector, philanthropic foundations, research practitioners, academics and children themselves – uniting their voices, actions and resources in a unique public-private collaboration focused solely on ending violence against all children.

 

In its first two years, the Partnership has: enrolled 21 governments as ‘Pathfinder’ countries; grown its membership to over 270 organizations; helped develop and promote the INSPIRE solutions to end violence; awarded $30 million in grants to tackle online child sexual abuse, and violence against children in conflict and crises; and galvanized those working to end violence, including through an inaugural End Violence Solutions Summit.

 

Building on this initial progress, the Partnership Secretariat is evolving its strategy, operational approach and business model, to better support the collective impact of the Partnership and lay the foundations for systemic change at scale.

 

Heading into the scale-up phase, the Secretariat will: raise awareness and grow demand for change; make a compelling investment case and mobilize new resources for everyone working to end violence against children; and get the solutions, expertise and resources to all those working to end violence.

 

Purpose

 

The Movement and Resource Mobilization Lead will manage the End Violence Secretariat’s work to catalyze a global movement and raise resources for everyone working to end violence against children.  This will involve overseeing the Secretariat’s External Relations and Resource Mobilization priorities, working globally with diverse partners to get end violence on the global agenda, and mobilizing new resources to end violence.

 

 

 

 

Key tasks and responsibilities:

 

The consultant is expected to lead work to deliver the following priorities:

 

  • Launch a new generation of communication platforms and products
  • Convene and collaborate with partners to scope, design and catalyze a movement
  • Prepare an External Engagement strategy with inputs from key constituencies of the Partnership
  • Develop a Resource Mobilization strategy for the Partnership and the End Violence Fund
  • Prepare an investment case and related products for immediate use with potential investors
  • Support the Executive Director’s specific resource mobilization financial goals
  • Launch an expert group to prepare a seminal investment case for ending violence against children
  • Build the External Relations and Resource Mobilization teams
  • Play a broader leadership role within the End Violence Secretariat and Partnership

 

Expected results: (measurable results)

 

The consultant is expected to deliver the following key results:

 

  • Communication platform and products designed, launched and continuously shared via appropriate channels and in line with wider external comms plans
  • External Engagement strategy finalized and approved
  • Resource Mobilization strategy finalized and approved
  • Investment case and related products designed and used in investor relations
  • Support provided to the Executive Director for resource mobilization in line with key targets
  • Expert group to prepare a seminal investment case for ending violence against children convened and operational
  • External Relations and Resource Mobilization teams set up in line with the strategy

 

MANAGEMENT AND COORDINATION OF ASSIGNMENT

 

The consultant will be supervised by the the Executive Director of the Global Partnership to End Violence Against Children and work closely with the End Violence team.

 

PAYMENT PLAN

 

Monthly payment, based on monthly tasks and progress reports, approved upon monthly review with Executive Director and Deputy Director

Consultant is responsible for their own health insurance

Consultant is eligible for standard DSA for all work-related travel

Consultant is responsible for assuming costs for obtaining relevant visas and travel insurance

 

Required Qualifications:

 

  • Advanced university degree (Master's degree or equivalent) in international development, public administration, business administration or relevant social sciences (a first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree)
  • At least 15 years of progressively responsible professional experience in leadership and management, including but not limited to international organizations, governments, the private sector, foundations and CSOs
  • Passion for the Global Partnership’s mission to end all forms of violence against children
  • Experience of mission-driven movement-building
  • Familiarity with preparing and implementing a resource mobilization strategy
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and commitment
  • Excellent communication skills
  • Results-driven and people-oriented management approach, with proven ability to influence, negotiate, and build networks and partnerships internally and externally
  • Excellent diplomatic and team development skills, combined with an ability to succeed in a complex environment
  • Strategic and global thinking, and analytical ability including assessing and monitoring results
  • Ability to conceptualize, innovate, plan and execute ideas, as well as to lead projects and build partnerships
  • Excellent interpersonal skills and collaborative leadership style
