Logistics & Procurement Coordinator

 

Background

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.  In response to the humanitarian needs and the resulting increase of conflict-effected population in Yemen, DRC is seeking the services of a qualified Logistics & Procurement Coordinator.

 

Job Title:          Logistics & Procurement Coordinator

Location:          DRC office in Sana’a, with frequent travel to the other field offices

Reports to:          Country Logistics & Procurement Manager

Contract:           Standard

Duration:           six (6) months - Extendable

 

Purpose

The Logistics & Procurement Coordinator is to ensure efficiency, accountability and transparency of Logistics operations, by developing, plans and managing policies and strategies related to procuring supplies, services and Works and Other Logistics Functions in DRC Yemen.

 

Key Responsibilities

Under the direct responsibility of the Country Logistics & Procurement Manager, the Logistics & Procurement Coordinator will perform the following tasks:

 

Purpose

This role will lead or coordinate the set up or scale up of emergency response logistics functions and responsibilities and will supervise and manage logistics staff. 

 

  • Provision of technical support, monitoring, and oversight to all procurement and logistics activities in Yemen response, ensuring compliance with DRC and donor regulations
  • Ensure standardization of procedures and policy in Yemen through support, guidance and training of all new logistics/procurement and programme staff, and in coordination with colleagues involved in the Yemen response.
  • Provide capacity building support and advice on procurement and logistics matters as required to Yemen Country programme.

 

Key Responsibilities

  • Ensure adherence to DRC Operational Handbook policies and procedures in all areas relating to logistics and procurement through monitoring and support visits, review of reports, and day to day liaison with field based colleagues.
  • Provide technical advice to managers and other colleagues on logistics policies and procedures, and feed into budgeting and planning processes as required.
  • Report against key performance indicators related to the logistics function, and feed into quarterly reports to the Logistics and Procurement Manager on the overall performance of the logistics function.
  • Establish standard processes and formats for all documents relating to logistics that are contextualized as needed, in line with the DRC Operational Handbook
  • Provide training, guidance and capacity building as required to ensure that the logistics function performs efficiently and in line with the DRC Operational Handbook
  • Procurement and shipment of emergency supplies in first phase of the emergency response.
  • Ensure adequate logistical support, systems and controls are in place for timely supplies and implementation, as well as proactively flag out where additional support is required to address gaps.
  • Manage and support logistics staff including ensuring clear division of responsibilities, clear objectives, and management of performance.
  • Provide support to senior logistics staff on areas relating to budgets, technical aspects of the programme, and implementation mechanisms as required.

Qualifications & Preferred Skills

  1. College Diploma or certificate in Logistics, or general administrative activities.
  2. At least three (3) years’ experience in the field of logistics and procurement, preferably with an International Non-governmental organization.
  3. Excellent written and spoken English.
  4. Previous experience from working in complex and volatile contexts.
  5. Documented results related to the position’s responsibilities.
  6. Experience with computers - Microsoft Word and Excel plus email.
  7. Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
  8. Ability to keep clear and concise records.
  9. Ability to plan ahead and stress-resilient.
  10. Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions.

     

    Languages

    Spoken and written Arabic and English is essential.
