Technical Advisor, Community Nutrition

The primary goal for the Technical Advisor is to ensure the overall technical and programmatic quality and growth of PCI’s Community-Based Nutrition programming. The Technical Advisor will be based in PCI’s Washington, D.C. office and will collaborate with staff located in PCI’s San Diego and field offices. This position reports primarily to the Senior Director of Food, Nutrition and Livelihoods Security and secondarily to the Senior Director of Health. The Senior Directors will ensure full coordination and communication regarding the Advisor’s areas of responsibility, travel and requests for support from across the organization.

The position will support nutrition activities that fall within PCI’s Food, Nutrition and Livelihood Security and Health portfolios and will play a key role in coordination of nutrition activities across sectors.

Specific areas of responsibility include support to all PCI nutrition activities including modalities related to promotion of nutrition sensitive agriculture, home garden strategies, community health programming related to nutrition, infant and young child feeding, community based dietary diversification, social behavior change strategies to address under and over nutrition, rations for school feeding, rations for emergency responses, and nutrition research activities.

Key Duties and Responsibilities:**

1. Program and Technical Quality

• Participate in advancing PCI approaches on integrated food, nutrition and health activities to strengthen community resiliency;
• Develop and analyze recommendations for supplementary community and school feeding, emergency responses, improving dietary diversity, meeting nutrition requirements and addressing under and over nutrition across multiple settings;
• Support development of community centered sustainable nutrition-sensitive agriculture production approaches;
• Lead PCI social behavior change approaches in dietary diversification and improved feeding practices;
• Participate in successful program start-up and implementation for all projects with nutrition components, including meeting operational targets and achieving or exceeding performance objectives;
• Design/strengthen/support quality assurance and improvement in PCI programming including the development of standards and systems for quality improvement;
• Review and analyze strategic information / data and assist teams to utilize data to identify program gaps or areas for improvement;
• Assess the need for ongoing nutrition technical assistance, support and capacity building, throughout the organization and in relevant community-based partners;
• Provide, or arrange for the provision of nutrition technical assistance, mentoring and capacity building utilizing state-of-the-art resources and approaches, ensuring the development and implementation of realistic and effective action plans to address needs;
• Identify, secure, develop and/or adapt state-of-the-art nutrition resources (technical, material, institutional and individual) for use in PCI’s health, food security and humanitarian programs;
• Participate in relevant nutrition and other research activities across PCI’s portfolio ensuring that PCI develops complementary research partnerships;
• Foster organizational learning and contribute with the documentation and sharing of promising or best practices throughout the organization, through sharing of information electronically, via workshops, tool kits, compilation documents, etc.
• Ensure technical quality of donor reports, publications or presentations and mentoring staff within the organization (IO and field) to similarly publish and/or present
• Foster collaboration and communication across PCI technical areas to create and build on synergies to achieve PCI’s mission.

1. Program Development

• Fully participate in developing of new PCI approaches and integrated programming, working across all technical areas to advance innovative and promising concepts and build new partnerships;
• Seek out and develop opportunities for program growth and for expansion of integrated activities in existing programs, identify key contacts and contribute to good relationships with donors and partners;
• Participate in the project design and program planning, including participation in the selection of appropriate methodologies for program implementation, capacity building, monitoring and evaluation such as indicator selection, and research;

• Participate in the development and submission of successful proposals, leading the nutrition component of the design.

• Identify and build relationships with strategic institutional partners; identify and facilitate the implementation of joint proposals, joint projects, and partnership agreements to expand the quality and scope of programming;

• Proactively build PCI’s reputation, quality programming and resource base (materials, human, and financial resources);

• Ensure that proposals submitted have the greatest possible likelihood of success and, if not originally successful, determine alternative strategies for resubmission of repackaged proposals

1. Representation

• Ensure that PCI is effectively represented by participating in and encouraging colleague participation at events, conferences, workshops and networks in the U.S. and globally;
• Represent PCI to relevant donors and partners as necessary and appropriate.

Position Parameters/Special Responsibilities Required:

• Must be able to travel internationally and domestically (approximately 25-40%);
• Participate in PCI’s innovation efforts and with teams on innovation initiatives as relevant.

Required Qualifications:**

• Master’s degree in nutrition, registered dietician, MPH or equivalent required;
• At least 6 to 8 years relevant professional experience, including international nutrition programming;
• At least three years relevant overseas work experience, particularly with community-based health and nutrition programming;
• Substantial direct experience designing and implementing nutrition-sensitive agricultural approaches;
• Substantial direct experience in designing and implementing social behavior change activities related to dietary/nutritional improvement, especially in infant and young child feeding (IYCF);
• Three years’ experience managing complex programs within a non-profit or community agency in a developing country context;
• Experience and ability in capacity building, mentoring and the provision of technical support;
• Experience or familiarity with US government grant proposal preparation;
• Excellent communications and interpersonal skills, both written and verbal, including ability to effectively communicate across cultures;
• Excellent program development and grant writing experience, with a track record of successfully leading and/or engaging in proposal development efforts;
• Ability to work independently and as part of a team;
• Fluency in English required, proficiency in Spanish preferred;
• Computer literacy required; familiarity with all MS applications and spread sheet software required; statistical analysis ability a plus.
