Logistics Officer - Myanmar

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Job description

1. Role and responsibilities

Generic responsibilities
1. Implement and train staff in NRC’s logistics policies and procedures at Area office level Sittwe and also if required, at sub office level Maungdaw
2. Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
3. Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
4. Supervision and development of logistics team at Sittwe Area office level
5. Ensure safe and efficient transport of staff and materials/goods
6. Prepare, check, share plans, records, reports as required (e.g. status reports etc)
7. Implement a filing system/archives according to procedures
8. Fleet management and monthly car pool report preparation for Sittwe Area office [possibility to delegate to Logs Assistant].

Specific responsibilities
• Ensure maintenance, refurbishment and property repairs for premises rented by NRC
• Respond fully to spot checks on transactions and have a particular responsibility towards maintaining transparency and accountability within logistics and procurement
• Manage and supervise NRC vehicle fleet and transport activities, with delegation to Logs Assistant on daily fleet management while ensuring effective coordination with program staff and strengthening systems
• Oversee warehouse management to ensure proper routines established and followed
• Manage the Asset Register and Inventory List to meet the requirements of Area Office and Sub Office [for the Sub Office in cooperation with Admin/HR Assistant Maungdaw]
• Ensure Car Pool Reports [also known as Monthly Fleet Reports] are submitted to line manager including for sub office Maungdaw
• Liaise with suppliers to ensure prompt and accurate delivery of goods, services and equipment
• Receive supplies and ensure they are in good condition and accompanied with correct documentation
• Prepare Purchase Requisitions (PR), Quotations, Bid Analysis, Purchase Orders, Goods Received Notes, with support from the Logs Assistant
• Ensure Overall management of guards, and drivers, fleet management of NRC vehicles including oversight of rental vehicles, with delegation to Logs Assistant where relevant
• Filing of all vehicle records and reports, overtime (OT), assisted by Logs Assistant
• Coordinate and facilitate timely reporting of eventualities like accidents and breakdowns
• Ensure that NRC vehicles are equipped with necessary documents and equipment
• Prepare Purchase Requisitions (PRs) for spare parts for vehicles
• Ensure that all NRC vehicles are in proper operating condition and coordinate vehicle maintenance in collaboration with Logs Assistant
• Ensure that all procurement processes are in compliance with NRC Logistics Handbook, other NRC policies and door requirements


. Professional competencies
These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:
• Experience from working as a Logistics Officer in a humanitarian/recovery context or an experienced Logistics Assistant with solid good experience
• Previous experience from working in complex and volatile contexts desirable but not essential
• Documented results related to the position’s responsibilities
• Working knowledge of English both written and spoken
• A degree or a diploma in a related subject
• Good knowledge of MS Office, especially Word and Excel
• Minimum 3 years’ experience as a Logistician with a local NGO, international NGO or the private sector.
Context/ Specific skills, knowledge and experience:
• Knowledge of Rakhine context is required
• Experienced Assistant Logistician or a Logistics Officer
• Good mentoring capacity with the ability to manage, nurture and develop a team
• Organized and efficient in time management
• Able to multi-task and juggle a wide variety of activities and responsibilities
• Ability to work under pressure, independently and with limited supervision
• Security, political and cultural awareness.

We offer

Contract Period: Up to December 2018 (Possibility of extension in 2019)
Salary and Benefit: 609,943 MMK per month+ 46,500 MMK medical allowance monthly
Duty Station: Sittwe (20%-25% Travel)
