The International Commission on Missing Persons (ICMP) is a treaty-based international organization with headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating and identifying missing persons. Iraq Programs

The ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.

Vacancy Background

The CSI Program Officer supports the implementation of ICMP programs that promote the participation of families in the process of location and identification of their loved ones. The CSI Program Officer will be based in the ICMP Office in Erbil and will travel frequently to multiple regions in the country, security permitting. This is a challenging position that requires a combination of organization skills, political sensitivity and personal empathy, as well as a commitment to the underlying objective of assisting the authorities in Iraq in locating and identifying missing persons in an impartial and transparent manner.

Reporting directly to the Head of Civil Society Initiatives (Iraq Program), the main duties and responsibilities of the role are the following:

  • Provide logistic and administrative assistance to the organization of conferences, seminars, outreach activities and other events;
  • Provide translation at meetings, and for written materials relevant to the program;
  • Contribute to maintaining ICMP’s database of Iraqi NGOs and existing networks;
  • Assist in the monitoring of political and social developments to identify threats and opportunities to ICMP’s objectives;
  • Support public information and media activities that enhance the visibility of CSI activities;
  • Assist in the implementation of effective monitoring and evaluation of ICMP’s Small Grants program;
  • Assist in efforts to develop trust and working relationships with relevant stakeholders, including Iraqi authorities, community leaders, judicial experts, civil society, representatives of family associations, community leaders, international organizations, and others involved in addressing the issue of missing persons;
  • Contribute to the implementation of initiatives to build the capacity of families of the missing and civil society organizations in various areas;
  • Perform other related duties.

REQUIREMENTS

Qualifications/Requirements:

  • Completed secondary education. A University degree in political science, sociology, law is highly desirable
  • Six years of related experience with at least 2 years working with civil society organizations in Iraq
  • Strong interpersonal and organizational skills

 

Additional requirements:

  • Proficiency in written and spoken English and Kurdish. Knowledge of written and spoken Arabic is highly desirable
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Willingness to travel and to work flexible hours including weekends and evenings
  • Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions.
