The International Commission on Missing Persons (ICMP) is a treaty-based international organization with headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating and identifying missing persons. As the only international organization tasked exclusively to work on the issue of missing persons, ICMP maintains field programs throughout the world.

The ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.

Position Description

The Data Coordination Officer assists in the implementation of ICMP’s strategies to support the creation of a Central Record of missing persons in Iraq. This is a challenging position that requires a combination of technical expertise, communication skills, operational and strategic capacities, and personal empathy, as well as a commitment to the underlying objective of assisting the authorities and the families of the missing in locating and identifying missing persons in an impartial and transparent manner.

Under the overall guidance and supervision of the Head of Data Coordination (Iraq Program), theduties of the Data Coordination Officer will include:

  • Conducting research on relevant official and open source data and contributing to the design and implementation of data collection plans;
  • Engaging in a mapping exercise of inter-institutional data systems and assisting in the creation of strategies to optimize the process of data collection and processing of information related to missing persons;
  • Designing training programs for ICMP staff, relevant authorities, NGOs, and other partners in collecting, processing, sharing and protecting data;
  • Monitoring and providing support to ensure the proper use of ICMP’s applications and modules, including the Identification Database Management System (iDMS) and the Online Inquiry Center (OIC);
  • Organizing, supervising, coordinating and supporting field or in-house reference data collection campaigns;
  • Supervising, coordinating and undertaking data entry activities;
  • Implementing procedures to guarantee the proper coordination of data collection between local partners and within ICMP;
  • Maintaining and channeling as appropriate contacts with relevant stakeholders in the process of data collection on missing persons in Iraq;
  • Contributing to reports and other written material as necessary;
  • Performing other related duties

 

REQUIREMENTS

 

  • University degree in relevant discipline;
  • Three to four years of relevant experience in data collection and data analysis;
  • Prior experience working in an international human rights organization;
  • Experience in documentation of human rights or working directly with victims will be considered an asset;
  • Experience in the design and delivery of capacity building, training and mentoring an asset;
  • Prior experience or an-depth understanding of the Iraq conflict and the region an advantage;
  • Excellent conceptual, analytical, documentation and presentation skills, including report writing;
  • Excellent planning and prioritization skills, including the ability to think and operate strategically.

 

Additional requirements:

  • Proficiency in written and spoken English. Knowledge of Arabic or Kurdish is highly desirable;
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness & ability to travel outside of Iraq and to work flexible hours including weekends and evenings;
  • Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions.

BENEFITS

This position comes with an attractive base salary and an expatriate allowance including a new hire bonus, paid accommodation, living allowance and an attractive leave policy. This position is eligible for a generous staff rotation policy out of Iraq every six to ten weeks. Annual bonus following 12 months of service.
