The EIB, the European Union's bank is seeking to recruit for its Operations Directorate (OPS) - Global Partners Department (GP), Asia and Pacific, Public Sector Division (GP/3) at its headquarters in Luxembourg, a:

(Senior) Loan Officer

This is a full-time temporary position at grade 5/6

The term of this contract will be until 31/08/2020, as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen

Panel interviews are anticipated for mid-September

Purpose

As (Senior) Loan Officer, you will carry out EIB financing operations in the regions covered by the GP/3 Division Asia and Pacific, taking end-to-end responsibility for their identification, appraisal, negotiation, approval and follow-up. You will also provide input to strategy development process for EIB public sectors operations in assigned countries, in line with GP objectives and guidelines.

Operating Network

You will report to the respective Head of Division. You will cooperate closely with colleagues working in the Division, in the GP Department and OPS in general as well as in other parts of the Bank particularly with legal and risk management areas.
 

Specific Post Environment

The post requires the ability and willingness to travel extensively across the GP regions.

Accountabilities

Transaction origination process:

  • Track developments and monitor your target market
  • Build and maintain relationships with a network of project promoters, borrowers and institutions
  • Screen proposals and identify lending opportunities that best meet the EIB’s objectives

Lending process:

  • Evaluate, at an early stage, the quality of potential projects and their chance of success, including as appropriate consultation with the other EIB services
  • Evaluate the project and credit risk of proposed operations including leading and coordinating the work of the EIB project team
  • Lead and coordinate the lending process in cooperation with the other Bank services, prepare reports and lending proposals in cooperation with the appraisal team and be responsible for the approval process on selected operations
  • Negotiate terms and conditions of loan and other project documentation in coordination with the Bank’s Legal Directorate and other services

Disbursement and monitoring:

  • Lead the disbursement process and fulfilment of conditions, in coordination with the team of Operations Analysts in the Department. Follow-up developments of the project, in coordination with other Bank services
  • Evaluate the needs for complementary instruments, including blending with investment grants and technical assistance, and carry out the preparation, approval and implementation of such instruments in coordination with other Bank services
  • Carry out due diligence and, in the event of any restructuring and/or contractual modifications, conduct negotiations in liaison with other Bank services in order to maintain the quality of the loan portfolio and ensure the effective implementation of the financed project

Optimisation of operating tools and working methods:

  • Innovate and suggest improvements to existing tools, systems and products in response to changes in the operational framework
  • Ensure correct input of data relating to own area of activity into the management information system so as to contribute to the continuous improvement of working methods and development of products
  • Share your own information and expertise in the management of lending operations with other members of the team to enlarge the knowledge and competencies of the team

Value added, cost management and return on operations:

  • Ensure the quality and overall value added of lending operations; make sure that the financial terms set by the Bank match the risk profile and the type of operation, in order to protect the Bank's interest and ensure that operations are as cost-efficient as possible in the given context and provide for the risk on an overall basis.

Qualifications

  • University degree, ideally in Finance/Economics or a business related discipline
  • Minimum of 5 years’ relevant experience in the banking, financial or development sector
  • Good knowledge of financial analysis as well as demonstrable experience in credit risk assessment
  • Deep understanding of processes and procedures related to the administration, control and monitoring of lending operations.
  • Experience in working in developing countries or demonstrated interest in development would be a distinct advantage
  • Knowledge of EIB’s standard computer tools.
  • Excellent knowledge of written and spoken English and French(*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
