Emergency Livelihoods & Resilience Manager - Bangladesh

About the role: This is a 12 month, new role with unaccompanied terms based in Cox’s Bazar, Bangladesh at Band 3 with a salary range €35,811 – €39,790.

The Emergency Livelihoods & Resilience Manager (ELRM) will report to the Emergency Director and work closely and collaborate with other Concern programme staff to ensure viable practical activities that are building people’s dignity, self-reliance, livelihood security and resilience for the Rohingya displaced people in the densely populated IDP camp context, and the host communities in Cox’s Bazaar.

You will also contribute in Concern’s multi-sectoral Rohingya emergency response through the development of new programmes and proposals, high quality internal and external reports, and grant management.

Your purpose: The position aims is to be innovative and creative in supporting the formation and creation of the recovery and livelihoods security activities and resilience opportunities for the Rohingya communities in the displaced camps and the host communities. You will provide management and technical oversight of Concern’s Rohingya Livelihoods & Resilience programme, which includes a multi-purpose cash assistance (MPCA), income support and cash for work, and enterprise development focus in both the IDP camps & the settled host community of Cox’s Bazaar.

Key responsibility:

Planning

• Proactively engage in activities intended to strengthen people’s access to and utilisation of resources available, and any acceptable means to ensure their livelihoods, including food security in the camp context, and also activities focus on the host community context (which may require different approaches and design).

• Prepare plans for effective execution of the project activities related to livelihood approaches to disaster resilience as developed which include but not limited to skills, practices and capacities, to manage resources and skills particularly of poor and vulnerable, and household strengthening to increase the resilience of the target communities to different hazards and disasters.

Programming

• Design work plans and manage the implementation of protection and livelihoods interventions in the targeted IDP camps and ensure project targets are met according to workplan deadlines, and that the project is adequately resourced to carry out effective programming.

• Lead on the development of a strategy for Rohingya livelihoods activities, with emphasis on responses to the perceived needs, as indicated by the communities, beneficiaries, and at times the camp management/cluster system

• Monitor and manage relevant programme expenditure and budgets, ensuring resources are optimally utilised and spending is in line with Concern financial procedures and Donor requirements

Monitoring

• Ensure that M&E frameworks and standards are integrated within the programme and regularly implemented. In partnership with the M&E team in Dhaka ensure that the range of M&E processes are implemented on time, including: verification surveys for MPCA, follow up surveys for livelihoods beneficiaries, midline and endline evaluations, where appropriate.

• Take lead in the development of livelihoods indicators and relevant monitoring and evaluation instruments and provide real time technical advice to project staff through direct field visits.

• Submit monthly and quarterly reports by collection of information and data from the field, data analysis, and reporting documentation.

Capacity Building & Training

• Design, develop and provide necessary training for target communities to develop skills and capacities for disaster resilient livelihood strategies and viable options for income and food security and better nutrition.

• Provide capacity-building for national staff: technical support, organizing training, and preparing training manuals for staff.

• Ensure that technical standards are continuously updated based on evidence and learning processes.

Partnering

• Lead project staff, local partner and Alliance-2015 or consortium members to break-down and elaborate the project strategies and activities, if and when necessary to integrate into development and disaster risk reduction (DRR) to increase the resilience of the displaced and host communities

• Assist the Emergency Director and local partner to establish close coordination and cooperation with UN/ISCG agencies and authorities, between local partners, communities, beneficiaries and other stakeholders at project level for effective delivery of project activities and policy influence at local level.

• Liaise with various stakeholders and leading UN and livelihoods organizations and take a lead role in providing information regarding livelihoods & resilient trends to the emergency director.

Finance

• Ensure the proper financial management of Concern’s Livelihood and resilience programme.

• Work closely with Concern’s Country Finance and Systems team to ensure compliance with all internal and Govt. legal requirements, and submit accurate reports to donors in a timely manner.

• Monitor and identify appropriate funding sources to match co-funding requirements, and coverage of funding gaps.

Accountability

• Participate in the design and implementation of accountability and quality initiatives ensuring that they are integrated into the programmes.

• Adhere to and promote accountability, and ensure compliance with the requirements of Concern’s Programme Participants Protection Policy, Anti-Fraud Policy and Core Humanitarian Standards (CHS) to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.

Your skills and experience will include:

Essential:

• Minimum of 3 years’ experience managing diverse programming in complex humanitarian environments

• Strong livelihood, cash programming & resilience experience in working in complex, protracted emergencies in a challenging work environment.

• Knowledge of humanitarian principles, standards and system (IHL, Core Humanitarian Standards (CHS), IASC, Cluster System, Civil-Military relations) and key relief sectors.

• Experience in working with partners (NGO/CSO) and multi-sectoral stakeholders.

• Experience supervising and managing a multi-disciplinary team in a cross-cultural setting.

• Budget and fiscal oversight knowledge.

• Well-developed written and oral communications skills in English

Desirable:

• Experience working in Bangladesh or Asia

• Experience or knowledge of working in previous ‘L3 Emergencies’
