General Position Summary
The Country MEL Manager is a key position at Mercy Corps Nigeria. The position holder is responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports and proposal development. In addition, the position holder will be responsible for ensuring systematic rollout of the country MEL data management systems including CommCare and TolaData across country program.
Essential Job Responsibilities
MEL Systems
- Further the country MEL strategy (primarily focused on the roll-out of the CommCare and TolaData platforms) and provide leadership to field offices in developing program-level MEL systems.
- Lead the comprehensive roll-out of country data management systems while working closely with Program Managers and the NE PaQ unit to ensure significant number of MCN programs are captured in these systems.
- Lead the roll-out of the agency TolaData platform for tracking program indicators, ensuring traceability and timeliness of data/information to the Senior Management Team (SMT) and Program Managers.
- Lead the roll-out of new programs on CommCare as the country office's primary data collection and storage tool.
Program Management
- Use existing MC resources train M&E and program teams in the area of monitoring and evaluation and report writing.
- Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on Tola (digital tool developed by MC) and the periodic reflection and analysis of program monitoring data to disseminate learning.
Monitoring and Evaluation/ Assessments
- Assist in designing programs that incorporate Mercy Corps' standards on design, monitoring, and evaluation.
- Coordinate and play a role in internal and external assessments as requested. Provide input as to MEL systems and act as a link to HQ M&E technical staff.
- Set up and supervise the country MEL programs including hiring, orienting and supervising MEL staff as appropriate.
- The position will has a central role in developing the capacity of a national team to conduct internal evaluations.
Data Management:
- The Country MEL Manager will lead the Country data management systems using the CommCareHQ and the agency TolaData platforms.
Team Management
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

Requirements, Knowledge and Experience
- BS/A or equivalent in a relevant or related field. Coursework in M&E, research and evaluation methodologies and IT is strongly preferred.
- Minimum 7 years of experience in M&E; data analysis and experience in data troubleshooting.
- Demonstrated experience in data collection, quantitative and qualitative analysis, and reporting.
- Proven experience in developing and managing information management systems, including CommCare and TolaData.
- Experience designing and institutionalizing responsible data protection policies a plus.
- Experience in leading trainings of teams.
- Excellent verbal and written communication skills in English.
Success Factors
The successful candidate will combine exceptional organizational abilities and writing skills with good humor under pressure. S/he will learn and move between all departments to consolidate essential information for accurately reporting Mercy Corps activities in across the Nigeria program portfolios. The candidate will be organized and maintain a clear electronic and paper filing system. S/he will take the time to learn and understand donor compliance and reporting requirements.
Living Conditions / Environmental Conditions
The position is based in Abuja and it requires up to 50% travel to field locations, where security is at times high-risk. Security in Abuja is generally good. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport.
Air and road travel is necessary to get to some field locations. Mobile phone services are widely available. Internet is available in all Mercy Corps offices, although might be inconsistent. Travel to field sites will be required where living conditions are clean and secure, but basic. There's reasonable access to most consumer goods, although they can be expensive. There is good number of school with different education philosophies and curriculum (British, American and French to name the few).
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
