Background & Rationale

To achieve better results for children, in a more efficient and effective way, UNICEF has recently initiated the mainstreaming and scale up of the humanitarian cash transfer modality across the organization. This has become a priority area of work under UNICEF’s strategic plan, as well as UNICEF’s agenda to increase the resilience of households, communities and systems. The increased complexity and changing nature of emergencies, fragile contexts, and macro-level risks has underlined the need to strengthen linkages between humanitarian action and social protection, and the use of Humanitarian cash transfers (HCT) has proven being a critical entry point to operationalized these linkages.

As part of its HCT scale up plan, UNICEF has been developing programmatic guidance and tools to support regional and country offices to use HCT. In addition, and to be differentiated from the technical training that will take place in 2019, UNICEF is organizing a series of technical workshop at regional level on ‘Delivering Humanitarian cash transfers via national, parallel or a mix of the two systems’ with a significant focus on the preparedness and response phases.

 

Objective and Targets

Based on existing HCT programmatic guidance (internal and external to UNICEF) and tools developed at HQ level and country specific experiences, the overall objective of this consultancy is to develop detailed workshop plan including content, material and facilitation approaches as well as facilitation of three regional workshops on ‘delivering humanitarian cash transfers’ for UNICEF staffs.

Scope of the Work

The scope of this work requires expertise on the use of HCT through both parallel and national social protection systems, including the many options to use a mix of the two. The three workshops will have their own specificities and focuses based on the level of expertise and experience of the participants and the context of the region:

LACRO (Latin American and the Caribbean region): Technical workshop on Delivering Humanitarian cash response – 2,5 day workshops in Panama (TBC). (3rd week of October – TBC)

This workshop is intended to bring together social protection and emergency specialist UNICEF staff to explore opportunities to scale up the use of HCT in the region. A clear focus will be made on response to natural disasters and migration/displacement scenarios. Given the context of the region a strong focus will be put on the use of national system and mixed system. This workshop is expected to be provide a first approach to HCT to most of the participants given the limited experience currently available in the region. Experiences from other regions will be presented. Practical exercise to help participants to identify practical activities to be undertaken in their own country offices from a preparedness perspective will be conducted. This workshop will reference and build upon, the recently finalized UNICEF guidance notes on humanitarian cash transfers (HCTs).

ESARO (East and South Africa region): Technical Workshop on Delivering Humanitarian Cash Responses via National Social Protection Systems – Nairobi – 3 day (5 to 7th of November)

The purpose of this technical workshop is to build on country and regional learning, bringing together a small group of UNICEF staff (25) to identify practical measures that can be taken forward to improve the shock-responsiveness of national social protection systems in their duty stations. This workshop will reference and build upon, a set of near-finalized UNICEF guidance notes on humanitarian cash transfers (HCTs) and links to social protection, and moves towards development of a UNICEF management information system for HCTs

As this is a technical workshop rather than a conference, participation is limited to those who are leading technical engagement on social protection and/or humanitarian cash transfer programming. These include countries which either (I) have a relatively mature social protection system and are undertaking work to increase its shock responsiveness; or (ii) have substantial humanitarian cash programming with an intention to transition to a national social protection system or social safety net. All participants will be expected to actively contribute to the learning by providing practical examples from their duty stations, thus the development of the materials for this workshop will be done in very close collaboration and under the leadership of the ESARO UNICEF staffs.

ROSA (South Asia Region): Technical workshop on Delivering Humanitarian cash response – 4 day workshops in Colombo. (2nd or 3rd of November TBC)

This workshop is intended to lean towards a training approach, and will require the development of a technical materials on the key element planning, design and delivery of a humanitarian cash transfers using the three implementation options: use of national systems, use of parallel systems, use of a mix of the two. The workshop will require the development of one case study that will unfold during the four days of the training, and divide the participants into three groups for the group exercises: one group per implementation option (they will rotate). The exercises will focus on a range of issues: from how to select which systems to use, to the selection of partners, targeting, monitoring and preparedness.

 

Expected results: (measurable results) & Delivery Dates

Under the supervision of the Humanitarian Cash transfer coordinator, and in close collaboration with the Social Protection specialist at HQ, as well as relevant colleagues in regional offices, in particularly with ESARO, the consultant will be accountable for the following deliverables:

  • Development of workshop materials including case studies and materials for group exercises that can be modified for different regional workshops
  • Development of detailed session plans, facilitation approaches and facilitators notes for all workshops
  • Finalization of each workshop agenda (Building on current draft agenda)
  • Participation in the three workshops, including facilitation of some sessions as needed

Performance Indicators for Evaluation Result

  • Timeliness of submission of deliverables
  • Working effectively with multiple stakeholders
  • Quality (including contextualization of material for different workshops) of the training materials developed
  • Quality of the Facilitation approach

 Frequency of Performance Review

Regular calls on the progress of the assignment will be scheduled between UNICEF’s focal points and the consultant (s).  If home based, a visit to NY office can also be scheduled to work with UNICEF team.

The consultant (s) is expected to work in close collaboration with the UNICEF team, including during the workshops, where last minute changes/inputs might be requested based on the needs.

Each individual should submit his/her proposal separately. In case, not 100% of the ToR are covered by the application, the applicant is expected to flag which part of the ToR he/she is willing to focus on. To ensure the best quality possible of the deliverables, UNICEF might decide to combine two or more applications if needed.

Qualification of Successful Candidate:

  • Education: A first level university degree in International Relations, Public Administration, Humanitarian Affairs, Development, Social Sciences, journalism/communication, or a related technical field.
  • Work Experience: 
    • UN experience, and more specifically UNICEF experience is highly desirable.
    • At least 8 years of experience in implementing cash based programs in humanitarian contexts.
    • Experience in working with national social protection systems
    • Experience in facilitation of workshop is an asset
    • Ability to communicate sensitively to different audiences.
    • Experience in developing substance materials, notes, guidance on HCT (parallel and national systems)
    • Experience /exposure to UNICEF in country programs and business model is desirable.
    • Ability to work within tight deadlines.
  • Language Proficiency: Fluency in English is required.
