Organizational Setting
 
The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) is conducting an evaluation of a project on disposal of obsolete pesticides and persistent organic pollutants (POPs) in the Caribbean. Evaluation consultants with expertise in the areas of agriculture, pesticides and institutional capacity development are invited to join the evaluation teams as Team Leader or Team members.
 
Reporting Lines
 
Under the overall guidance of the Director of the Office of Evaluation, the consultant will report specifically to the Project Evaluations Coordinator and the appointed Evaluation Manager.
 
Technical Focus
 
The overall objective of the evaluations is to provide accountability to project/programme stakeholders (i.e. beneficiaries, government, donors, and other development partners), and to draw lessons from the implementation processes that could inform future decisions by FAO and relevant stakeholders.
 
Tasks and responsibilities
 
The final evaluation covers the project GCP/SLC/204/GFF “Disposal of Obsolete Pesticides including POPs, Promotion of Alternatives and Strengthening Pesticides Management in the Caribbean.”.The evaluation will be guided by FAO Office of Evaluation, OED. OED is responsible for ensuring conformity with standards for evaluation in FAO. The evaluation team is responsible for conducting the evaluation and applying the methodology elaborated in the evaluation Terms of Reference. The team will participate in briefing and debriefing meetings, discussions, field visits, and will contribute to the evaluation with written inputs. 
In particular the consultant will\:
  •  Review relevant background documentation made available by OED, including [...project documents, logframes, progress and final reports, baseline studies, etc];
  • Follow the methodological approach described in the ToR\: contribute to  the preparation of evaluation tools, including questionnaires, check-lists and interview protocols as appropriate; modify as required and agree with OED and the other team members on the report outline; insofar as possible, participate to the finalization of the team’s work programme;
  • Lead and coordinate the collection of primary data by the evaluation team through, inter alia, interviews and meetings, face to face or virtual, with FAO concerned officers in HQ, and/or (list as appropriate\: project coordination unit, FAO Decentralized Offices); and during the country visits, with key stakeholders including the Government, the FAO Representation, external partners, project teams and ultimate beneficiaries as appropriate;
  • Lead and coordinate the collection of relevant secondary data, in addition to the initial desk reviews carried out by OED,  as required and identified in the evaluation matrix;
  • Ensure that all the primary and secondary data collected are recorded during the evaluation process, and
organized in a structured format following the key evaluation questions and criteria, based on which triangulation of all the findings are ensured;
  • Lead and coordinate the analysis of the data by the evaluation team to produce evaluation findings. Ensure that all the findings are sufficiently validated.
  • Together with the Evaluation Manager, lead the analysis and discussion of findings within the evaluation team to reach preliminary conclusions that answer all evaluation issues and questions, as well as to formulate preliminary recommendations in line with findings
  • Lead, coordinate and prepare all deliverables planned in the overall ToR. These will include\: the final draft report according to specifications provided in the ToRs and integrating comments and suggestions received during the stakeholder meetings, and after circulation to OED, FAO and other stakeholders, as appropriate; support the Evaluation Manager in finalizing the report as may be required.
  • Present findings of the evaluation to key stakeholders during all planned debriefing sessions as required.
  • Coordinate the participation and contribution of team members in all deliverables as required.

Minimum Requirements
  • Advanced university degree in sustainable agricultural development, agricultural economics, environmental science, development studies, social sciences, organizational development, or related disciplines (for Consultants) 

  • At least 10 years of relevant experience in conducting evaluations on subjects related to the persistent organic pollutants, pesticides and social/environmental impact.  
  • Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish.

  • Previous experience in conducting/taking part in (independent) evaluations. 

  • Stakeholder engagement, facilitation skills and Interviewing skills 

  • Demonstrated experience of working in and/or of conducting evaluations in Caribbean countries.
  • Technical knowledge of obsolete pesticides and persistent organic pollutants (POPs).  
 
Additional Selection Criteria
  • Knowledge of Spanish is highly desirable.
