Consultancy: Volunteer Engagement Systems, Our UNICEF, PD - NYHQ, Requisition #514553

The purpose of the consultancy is to implement a second phase in technology identification and procurement based on the 'Our UNICEF Tech Specifications' ToR which was developed in the period of May to August 2017. This will be a full time assignment within the Global Volunteer Office and will require coordination and collaboration with ICTD and with the Business Analyst in the Digital Strategy Section of DOC. This consultancy will not require any travel.

Background & Rationale 

Millions of people all over the world support UNICEF and our cause. They raise money, they campaign and in some countries they volunteer to help children in myriad ways. There is an opportunity to build on this force for good and go to another level of engagement with a committed group of volunteer supporters. Our aim is to build a UNICEF membership cadre of millions who champion the change we need through their individual and collective commitment. A volunteer force would vastly extend UNICEF’s reach and help broaden and transform UNICEF itself.  

By building a membership group of UNICEF volunteers, we can bring millions more people into UNICEF to take action for children -- locally, nationally and globally. They would help us:  

  • create a stronger connection, better communication, and more accountability between UNICEF and the communities we serve; 
 
  • foster vibrant discussion, debate, and sharing of information about child well-being in the places where UNICEF operates, and 
 
  • grow our presence in the places where we work, make our brand even more powerful, and allow us to include the advice and energy of millions of members across the globe. 
 

Members might volunteer their time and experience through:  

  • Service activities (from building a playground, helping with language learning, to participating in emergency response) in local communities and attending signature events;  
  • Organizing events and volunteer activities;  
  • Speaking about issues for children in their communities;  
  • Advocacy with governments and the private sector; and  
  • Fundraising to support children. 
 

As volunteers periodically take action in support of children, and come to identify with UNICEF, they will not only contribute to their communities but also contribute energy and advice to UNICEF. 
 

About us

We are a small team working within UNICEF to support the skills, experience, creativity, and ideas of colleagues, and to help them create a global volunteer force of millions who take action for children.

Our team is gathering and consolidating existing tools and resources; generating the additional systems and tools that colleagues need; fostering a vibrant community of practice among colleagues working with volunteers; and offering research, strategic, and execution support to country teams as they launch and/or scale volunteer activities.

Most of the things we make will be accessible to UNICEF's 135 country offices and 30+ National Committees. We will work with 15 first phase countries to create dynamic volunteer initiatives that can model ways of working and inspire colleagues across the organization. 

Purpose

  • Conduct interviews and consultations within GVO, and with DOC, ICTD, and PFP to test Volunteer Management Products in first phase countries engaged for 2018 work.
  • Develop web presence feature requirements that can be leveraged by all RO/CO based on UNICEF Drupal CMS implementation.
  • Conduct a competitive analysis of out-of-the-box digital volunteer management tools  
  • Consult and involve Global Volunteer Engagement Community of Practice
  • Develop RFP for volunteer engagement platform in partnership with key stakeholders. 
  • Distribute RFP to vendors, manage responses, and evaluate RFP responses and make a recommendation for a vendor and tech solution for volunteer engagement/management  
  • Develop detail product core feature requirements required by volunteer management platform, i.e. event management, volunteer engagements, volunteer talent matchmaking and etc, needed by the pilot RO/CO, based on, or compatible with, Salesforce CRM and related tools capability.
  • Develop knowledge sharing and community best practices platform feature and requirements that can be used by RO/CO and Natcom based on existing UNICEF collaboration tools such as Sharepoint, Team Site, Yammer, Agora and others.

Duty Station : NYHQ. Consultant will be able to work remotely when there are no in-person meetings.

Key competences, technical background, and experience required Deadline

  • An Advanced University Degree (Master's) in Social Sciences or a first level university degree (Bachelor’s) in Social Sciences  
  • A minimum of 7 years of relevant experience in public engagement and digital platforms may be taken in lieu of an advanced university degree
  • Excellent research, writing and communications skills 
  • Strong experience developing digital products for issue-based, advocacy, or political campaigns;  
  • Experience in CRM requirements gathering, implementation and project management for supporter or client management
  • Familiarity with a range of online campaigning tools and tactics; knowledge of trends and developments in digital organizing.
  • Knowledge in a wide range of Volunteer/Supporter Management Platforms that allow online to offline organizing and peer to peer communications is preferable
  • Significant experience working with digital teams to establish front and back end systems, including web and mobile platforms, engagement tools, and efficient data capture and analysis. 
  • Excellent verbal and interpersonal communication skills; meticulous attention to detail and ability to work under tight deadlines with a commitment to quality.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
