Background

The Government of Albania is committed to address social protection and inclusion, with a particular focus on the most marginalised groups with high proportions of them living close to the poverty line.  LNB programme, is a response to government’s efforts to social inclusion of Vulnerable Groups. Its main goal is to empower the vulnerable persons in Albania to have equal access to public services and opportunities, to have a voice in public decision-making affecting their lives.

‘Leave No One Behind’ (LNB) Project builds upon the vast experience of the UN and UNDP in addressing social inclusion and the needs of vulnerable groups. It avails of technical expertise and know-how of UN agencies aiming at allowing for greater impact and outreach by focusing on the municipal level and its linkage to the national level. The objective of this four-year programme (2017 – 2021) is to empower vulnerable persons and groups to have equal access to public services and opportunities, to have a voice in public decision-making affecting their lives, and hold the duty bearers accountable.

Since service delivery is realized mostly at local level, the project’s intervention focuses primarily at this level. Two of the three outcomes reflect this thrust – by empowering the beneficiaries in need of measures for their social protection to access and to contribute themselves to their social inclusion (outcome 1), and by capacitating municipalities the service providers to provide services and to promote social inclusion (outcome 2). The third outcome reflects the project’s concern with anchoring its interventions at system level, i.e. to contribute to the further development and implementation of policies relevant for social inclusion, including its funding.

In view of the above, LNB Project is in need of visual documentation of the project activities and events throughout its implementation stages in order to produce communication and advocacy materials to be used with a view to maximize awareness results regarding the empowerment of the vulnerable persons in Albania.

LNB is looking for a consultant responsible to provide high-quality photographic documentation and video footages throughout project implementation stages in line with LNB communication and visibility guidelines and in compliance with UNDP’s standards and visual branding elements.

Duties and Responsibilities

Using his/her own working equipment the National Consultant on photographic documentation and video footages will work under the supervision of LNB Programme Coordinator and will undertake the following functions:

Photographer’s Tasks

  • Develop video diaries/ video documentaries highlighting project results.
  • Capture high resolution publishable digital photographs and video footages of individuals, families, groups, events, scenery in line with the project thematic areas of intervention that can be used in a variety of media and communications materials and platforms.
  • Provide specific details such as geographical location, name of the person in the photo where possible, copyright information, year picture taken, the name of the project involved or other relevant context for each photo;
  • Provide images from each event/assignment upon request by LNB/ UNDP, as per UNDP standards and formats (A minimum of 80 color digital images in high resolution (300pixel/inch, minimum size 3000x1900 pixels, TIF format - in raw and JPG large format, and no compression in CD/USB format).
  • Final, high-resolution images and captions are required to be delivered electronically within 5 working days of return to the point of origin after each assignment.
  • Work in close cooperation with and report to the unit focal person responsible for each task.

Deliverables

  • High-resolution photographs;
  • Video diaries and documentaries based on UNDP standards;

Job details

  • Dates may be tentative. The consultant is expected to work on a need basis within the period from September 2018 to September 2021 as per the request of the programme. Photographer may also expect to be asked for his/her schedule flexibility at a very short notice (at least 2 days in advance). The length of time required in each location is subject to confirmation by UNDP. The number of days of professional work required is thus indicative.
  • The consultant(s) should indicate their professional daily rate, which will be used to adjust the value of the contract in case there is a change in the number of days required.
  • UNDP reserves the right to change the timeframes and itineraries of these jobs.

Copyright

UNDP and the consultant will hold joint copyright on all photographs/videos produced as part of this assignment. This means UNDP can reuse all images and footage without further cost implication. At the same time, the consultant(s) can display and use the materials also. Copyright will be attributed to both UNDP and the consultant(s) in the following way: Copyright for photos: Photographer’s name/UNDP/Year. For videos: Videographer’s copyright information will be included.

   

UNDP Terms of use:

·         Unlimited use of all photographs/videos and footage supplied.

·         Unlimited storage of the photographs/videos and footage by UNDP

·         Rights to transfer the photographs/videos and footage to third parties for their use.

Consultant(s) Rights:

·         Retain copies of the photographs/videos and footage for personal use (for example, in their portfolio).

·         Assert their moral right to be identified as the author of the photographs/videos and footage.

Payment Modality:

Payments will be made upon satisfactory achieved deliverables under each assignment in accordance with the workplan agreed and the number of days worked. All payments are subject to the clearance and approval of the direct supervisor.

Note that UNDP will only pay a professional daily rate for the days in which active photography/videography and editing is required.

Required Skills and Experience

Academic qualifications

  • Education Degree in Photography and /or Journalism or related fields;

Relevant experience

  • Minimum of 5 years of professional experience in the area of photography, designing video diaries and social documentaries, preferably on social inclusion issues.
  • Relevant experience/familiarity with UN agencies or other international organizations is an asset.

Languages:

  • Fluency in written and spoken Albanian and English.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  •  Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A:           Professional experience in the area of photography and video documentaries – max points: 35

Criteria B:           Educational background – max points: 10

Criteria C:           Evidence of high level of creativity and initiative (samples of previous works) – max points: 15

Criteria D:          Relevant previous experience with UN – max points: 10

Financial Criteria - 30% of total evaluation – max points: 30
