The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI) – Coordination Department (COOR) – Planning, Resources and Information Division (PRI), at its headquarters in Luxembourg, a:

This is a general campaign for a number of current and future vacancies in the Coordination Division.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

This is a general campaign in order to fill a number of current and future vacancies. Based on the assessment of your respective professional qualifications and experience, candidates will be selected for a position on an appropriate level, (Associate) Coordination Officer (Grade 4), Coordination Officer (Grade 5), (Senior) Coordination Officer (Grade 6).

Purpose

Under the supervision of the Head of Division/Head of Unit, the Business Process Analysts will execute business process analysis duties for the Finance Directorate (FI), including inter alia Partnership and Mandates and Internal Control Framework related activities.

Partnerships are formal initiatives entered into by the EIB with third parties, for the purpose of achieving common goals and/or based on financial contributions, which extend beyond the core lending and advisory activities of the Bank. Mandates are partnerships based on financial support pledged by a third party.

As a Business Process Analyst, you will collaborate with all team members of the Business Processes, Partnerships and Control Unit (FI/COOR/PPC). You will support the FI Departments, thereby ensuring that the Finance Directorate contributes to the accomplishment of assigned goals.

Operating Network

You will report to the Head of Unit and you will closely cooperate with all members of the Division and in particular with the Business Processes, Partnerships and Control Unit.

Internal contacts: for the conception, development and production of FI processes and procedures, permanent interactions with all FI Heads of Division and Department and their staff, as well as with Financial Control, Risk Management, Operations, Transaction Management and Restructuring, Internal Audit and other directorates when required.

External contacts: when required, IFIs, Banks, EU Institutions (European Commission in particular), external consultants.

Specific Post Environment

The Coordination Division (FI/COOR) supports the management of the Directorate by coordinating administrative, personnel and logistical resources, planning and budgeting services, process and procedure documentation and ensuring compliance with the relevant conduct regulation and best banking practices.

The Division is structured into two teams:

a- Partnerships, Processes and Controls (PPC)

b- Planning, Resources and Information (PRI)

Due to its nature of services provider within FI, FI/COOR staff are team players. Like the other FI/COOR team members, the Business Process Analysts should be flexible, available and also be able to provide support when required in other areas of the Divisions’ activities.

Accountabilities

  • Coordinate within the Finance Directorate the implementation of process and controls documentation by proactively advising services in order to increase efficiency, minimise the operational risks for the Bank and ensure its reputation and the achievement of institutional objectives:
  • Analyse current processes and propose improvements
  • Build and maintain the Internal Control Framework for all FI departments and relevant mandates including the identification, maintenance and testing of relevant Controls and Key Controls
  • Coordinate with other directorates the alignment of the cross-directorates processes
  • Support the services in the documentation of the procedures and ensure alignment with the FI procedure documentation methodology
  • Initiate and implement new projects and streamlining initiatives to improve efficiency and minimise operational risk in the domain of FI related process and controls (with or without the involvement of external consultants)
  • Contribute to other tasks, as required, in particular related to compliance and process alignment with Best Banking Practices as well as other activities performed by FI/COOR.

Qualifications

  • University Degree in a relevant field, preferably Finance, Economics, Engineering and/or  Accounting
  • A minimum of 3 years of professional experience in banking, finance, auditing/consulting sector or EU institutions, ideally with a validated experience in internal control systems implementation and monitoring.
  • Good understanding of auditing, internal control systems in Banking organisations is required
  • Experience in business process analysis including familiarity with flow charting standard modelling notation (BPMN) and modelling tools (System Architect, ARIS, MEGA & Visio) would be an advantage
  • Knowledge of IT tools such as Data warehouse, Access, Excel, Visual Basic would be an advantage
  • Understanding of the EIB's mission, policies, procedures, organization and activities
  • Very good knowledge of English and/or French(*), with a good knowledge of the other. Knowledge of additional European languages would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
