Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Programme Manager (PM), the successful candidate will support the PM in overseeing and ensuring effective management and implementation of the individual economic reintegration, financial literacy, and awareness raising activities under the Prottasha Project. Core Functions / Responsibilities:

1. Develop start-up strategies and implementation modalities through close collaboration with the implementing partners, beneficiary communities, and other relevant stakeholders to implement the reintegration, financial literacy and awareness raising activities. 2. Coordinate and liaise with the implementing partners for the identification of job placement, business opportunities for reintegration and referrals for skill trainings in the target districts for the returnee migrants. Monitor and guide the implementation of individual, community or collective economic reintegration support; and community enterprises

3. Create linkage with government, private sector, UN agencies, INGOs and establish and/or strengthen a functioning referral system in coordination with implementing partners to facilitate effective and sustainable reintegration of returnees.

Page 1 / 44. Work with private sector and service providers (for example DEMOs) to set up a sustainable migration information and support cell for migrants.

5. Support the implementation of the behaviour change communication activities at national and local levels by building synergies and partnerships with Government counterparts, business community, civil society, UN and I/NGOs partners.

6. Support the implementation of surveys on labour migration, remittances management and financial literacy interventions. Monitor and guide the implementing partner to develop module, technical and operational guidelines and tools to conduct trainings on financial literacy and remittance management for returnee migrants and migrants’ households.

8. Ensure proper documentation and reporting of the project activities are recorded in the database and reflected in the donor reports.

9. Monitor the financial management for the project and supervise the preparation of financial reports.

10. Establish and maintain appropriate internal controls, development and implementation of relevant control systems.

11. Undertake duty travels as required providing technical guidance to project staff and implementing partners and compile field monitoring reports highlighting implementation challenges and solutions.

12. Liaise, promote and coordinate interagency collaboration with the implementing partners. 13. Ensure that all aspect of project design and implementation are gender mainstreamed, and other vulnerable groups in the project are considered.

14. Utilize lessons learned from past activities, experiences from other Communes, and beneficiary feedback to revise strategies and action plans accordingly.

15. Ensure timely and quality submission of project reports, project updates and new proposals in accordance with IOM and donor formats.

16. Ensure the relevant visibility materials are according to the specific needs of the project. 17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, Public Administration, International Relations, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in programme management, technical assistance capacity building and awareness raising initiatives;

• Experience in managing projects on labour migration, migration and development, livelihoods Page 2 / 4development, job creation, or skills recognition in a developing country; • Specific professional experience on reintegration and migration and development; • Experience in project formulation and implementation of national and regional projects; • Experience in liaising with governmental authorities, and with other national and international institutions;

• Familiarity with the region is an asset.

Languages

Fluency in English is required.

Internationally recruited professional staff are required to be mobile.
