Background

DRC has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on displaced by conflict, migrants and natural disasters. Programs include protection, livelihoods, shelter and mine risks education, amongst others. DRC has offices in Sana’a and Aden and Seven sub-offices along the southern coast of Yemen and in Hajjah. Programming has recently expanded throughout the country in the recent years.

 

Purpose

The RSO responsibility is to monitor the overall safety situation at warehouses where the project will define, supervise, advice security guards, situation assessment and safe delivery of items to/from the warehouses in the targeted areas.  

 

Key Responsibilities

  • Assist with the implementation of country safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities;
  • Track access, operations and monitoring of items field movements from/to the warehouses;
  • Act as the local contact for safety coordination and information sharing between the relevant actors within all areas where DRC has the warehouses;
  • Collect, verify, analyze, and submit timely and regular reports on issues that affect, or may affect DRC/DDG operations mainly those related to the warehouses;
  • Facilitate at the governorates and support the LSCs in Sana’a and Aden to ensure that DRC has the relevant agreement with local authorities.
  • Monitor the evolving situation in the area of DRC/DDG operations in the area of his/her responsibility in coordination with other actors as per regional , country, and program guidelines;

 

  • Establish a network of contacts  with relevant government offices, including MOPIC, NAMCHA, NSA, PS and represent DRC/DDG at security meetings when required by LSM

 

  • Provide operational safety briefings and orientation to the security guards, watchmen in the targeted areas – the training should include access control, crowd control, fire safety, surveillance, and mob violence.    

 

  • Assist in the management of safety incidents  and crisis, provide timely and accurate incident reports and analysis, including analysis of organizational  lessons learned;

 

  • Monitoring and supervision ( as required ) of security guards, watchmen, and drivers where it relates to safety measures, local safety rules, and standard operating procedures;

 

  • Supervise the implementation of physical and asset protection protocols and regulations;

 

  • Ensure that appropriate access controls are in place for all the warehouses;

 

  • Assist in regular Security Risk Assessments (SRAs), for the selected warehouses including regular review of safety improvement plans (SIPs) and MOSS as per DRC/DDG policy.

 

  • Advise and assist in the procurement/security upgrades and issue of safety equipment such as fire extinguishers, CCTV system, and fire/some detectors;

 

  • Track safety-related incidents and developments and provide trend/pattern analysis;

 

  • Conduct regular field site assessments and advise on mitigation measures;

 

  • Carry out other activities as requested by the Area Managers or Liaison & Safety Manager.

Weekly Deliverables:

  • 1-List of all Advisories sent out to all security guards, Watchmen, including SMS alerts, phone alerts.
  • 2-Implement the warehouse system in regards to the items movement in coordination with logistics department as per the related SOPs
  • 3-Weekly report of items moved from/to the warehouses in close coordination the warehouses’ assistants and storekeepers.
  • 4-Inspect all the warehouses for any problems (permiter lights, wall, roofs, trash, smoke detectors,……etc)
  • 5-Regular checks on the guards (are they performing their duties, on time, logs books filled,…etc) and confirm guards’ performance.
  • 6-Check that First Aid kits are fully equipped and in good condition

 

QUALIFICATIONS:

  • University Degree in a relevant field to security management, military or police studies
  • At least 2 years’ work experience in an international NGO in safety and security
  • Excellent written and spoken English is essential
  • Demonstrated ability to manage processes and maintain accurate records.
  • Ability to work independently and to maintain flexibility in working hours.
  • Energetic and flexible with high sense of responsibility and excellent organizational, planning and time management skills
  • Demonstrated ability to coordinate tasks to meet deadlines.
  • Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High level of integrity and able to maintain strictest of confidentiality
  • High competence in handling situations with tact and diplomacy
  • Good proficiency in Microsoft Word, Excel and Powerpoint.

 

REPORTING ARRANGEMENTS

With regards to safety policy, DRC has a reporting structure. The RSO will report to the liaison and safety Manager in Sana’a. The RSO is also expected to coordinate closely with the Heads of Sub-Offices in North/South, and with existing Safety Focal Points, as needed.
