Background Information - Job-specific

Climate variability and climate change along with accelerated land cover and land use dynamics are producing significant variations in forest fires regime in Chile.

The fires that occurred in January and February of 2017 generated an estimated emission of 78.2 million tons of CO2 equivalent, roughly equivalent to 3.5 times the emissions of the country's vehicle fleet. In addition, they affected the safety of numerous communities, including several urban centers, and have had a direct impact on Chilean economy, especially the agricultural sector.


Functional Responsibilities

The overall objective is to recognize the displacement of greenhouse gas emissions and to assess the avoided costs from the point of view of adaptation to climate change, because of the design and implementation of a national initiative to strengthen forest fire prevention and response capacities.

1). Collection of national and international background concerning the recognition of the mitigation potential of CO-e emissions associated with conservation and / or afforestation actions, identifying barriers and methodologies with potential for application in the country.

  • Selection of emission factors and methodologies of greater national and international representativeness.
  • Based on selected factors and methodologies, make a proposal for the case of the country.

2) Assessment of the Chilean national capacity for forest fire risk management and identification of feasible solutions for effective forest fire risk reduction.

  • Description of the national fire prevention and control response system.
  • Gap analysis in terms of capacity and resources needed to reduce vulnerability and exposure to forest fire risk.
  • Identification of relevant examples of forest fire prevention and response systems in use by other Latin American countries or elsewhere.

3) Design of a valued strategy to make possible the development of pilot projects and an implementation or scaling model.

  • Based on the previous background, identify and analyze the potential of confluence of feasible instruments to materialize the strategy drawn, including national or international funds.
  • Analyze the guidelines proposed in the National Determined Contributions of the country, the Forest Policy 2015-2035, and the National Strategy of Climate Change and Vegetation Resources 2017-2025 to identify the necessary adjustments to execute a project of optimization of the capacities under analysis.
  • Design a strategy to implement the indicated project. The strategy shall include a roadmap of activities and an estimation of associated costs.

The Director for the Sub-regional Office will directly supervise the consultant for the Southern Cone, with the Climate Change Coordinator in the UN Environment Regional Office for Latin America as second supervisor.

Lumpsum payment modality.  There will be a single lumpsum payment issued at the end of the consultancy period, upon confirmation by the supervisor in written of his/her clearance of the below-described deliverables:

  • Deliverable 1: A document that compiles and analyses data in terms of the national and international background concerning the recognition of the mitigation potential of CO-e emissions associated with conservation and / or afforestation actions, identifying barriers and methodologies with potential for application in the country, as presented on Functional Activity 1
  • Deadline: 6 months after the signature of the contract
  • Fee: 33% of the total contract amount.
  • Deliverable 2: A document that presents an assessment of the Chilean national capacity for forest fire risk management and identification of feasible solutions for effective forest fire risk reduction, as described on Functional Activity 2.
  • Deadline: 6 months after the signature of the contract
  • Fee: 33% of the total contract amount.
  • Deliverable 3: A written piece describing the design of a valued strategy to make possible the development of pilot projects and an implementation or scaling model, as described on Functional Activity 3.
  • Deadline: 6 months after the signature of the contract.
  • Fee: 34% of the total contract amount.


Education/Experience/Language requirements

Education

  • Master’s Degree or equivalent is required in environment, sustainable development, environmental law, environmental engineering, environmental economics, or similar.
  • A first-level university degree environment, sustainable development, environmental law, environmental engineering, environmental economics, or similar, is required plus additional years of experience (+7) may be accepted in lieu of a Master university degree.

Work Experience

  • A minimum of 5 years professional experience in environmental law and management, or related areas of work (7 years with a Bachelor).
  • Experience in planning and coordinating multi-country projects is desirable.
  • Experience in developing climate change products and tools is an asset.
  • Experience in the Latin American and Caribbean region is essential.

Language

  • Fluency in Spanish is required.
  • Fluency in English is required

Functional competencies

  • Proven experience and competence in managerial skills, including management of complex multi-stakeholder projects.
  • Excellent written research skills, including the ability to draft and edit reports, studies, and other documents;
  • Demonstrated ability to provide technical assistance to governments in Latin America.
