MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Yemen is currently facing a complex humanitarian crisis, as the conflict has exacerbated existing chronic vulnerabilities. Consequently, Yemen is considered as one of the worst humanitarian crisis with:
- 22 million of people are in need of aid in Yemen, including 11.3 million in urgent need of humanitarian relief,
- 16 million of people do not have access to health services and 17 million are food insecure.
- 2 million of people are still displaced because of the insecurity.
- A very severe cholera outbreak (more than 1 million suspected cases).
The blockade strategy implemented by the Arab coalition has the effect of suffocating the population, particularly by causing disruptions in the supply of food products, in the markets as well as imports; an increase in the price of basic consumer goods, including petrol, which reduces travel options and affects the provision of healthcare services; and finally, the disruption of agricultural and pastoral cycles.
Presently, MdM intervene in the Northern part of Yemen in the governorates of Sanaa, Amanat Alasima and Ibb. MdM strategy is based on 2 key axes:
-To provide primary healthcare services, including OPD, vaccination, nutritional care, sexual and reproductive health. 13 health facilities are directly supported.
-To provide mental healthcare and psychosocial support (MHPSS) in specific healthcare institutions and via a network of CHVs trained in detection and community awareness-raising.
In addition, an exploratory mission will be organized in the following weeks to assess the situation in Lahj and Abyan governorates, located in the South of the country. The objectives are to open our sub office and launch activities there in October 2018. The operational approach will be consistent with what has been developed in the North. 3 to 5 Primary Health Care Centres will be supported. Strong and constructive collaboration with the Ministry of Public Health will be a priority.
TASKS AND RESPONSIBILITIES:
Under the responsability of the logistics coordinator, your main duty will be to carry out administrative, accounting, financial and logistics management of Aden base, in compliance with donor, MdM and host country rules/procedures. You will be in charge of organizing the logistics and administrative support to the program at base level. You will be supervising the log / admin team (admin officer, log officer, drivers, guards) and ensure the reinforcement of their capacities.
More specifically and in accordance with the discussion and objectives given with the logistics coordinator and administrative manager:
- Procurement and Logistic compliance:
Ensure procurement in its area of responsibility and in the respect of the MDM procedures, guidelines and policies.
- Asset and stock Management
Follow the operational implementation of the stock and assets procedure.
Respect, apply and enforce stock and assets procedure.
- Technical Support & Capacity Building
If needed, and in coordination with Sanaa coordination team and Aden field coordinator, suggest/develop/implement tailor-made trainings to key staff.
Supervise the log / admin team and provide guidance and technical support.
- Communication and representation
Provide regular reporting on his/her activities to the Logistic manager (Sanaa) upon his/her solicitation (coordination meeting, bilateral meeting, etc.), especially through standard monthly reporting tools;
Attend to meetings in line with Logistics in Aden, or on delegation of the Field Coordinator.
- Base Maintenance:
Ensure the regular order for the compound (food, water, cleaning products…).
Ensure the maintenance of the base and good living / working conditions.
Supervise the team of guards, including scheduling, in line with MDM HR policies.
- Vehicle Fleet Management:
Follow up vehicle rental framework contract.
Supervise the team of drivers, including scheduling, in line with MDM HR policies
Supervise the planning and execution of maintenance and repair work on mission vehicles
Ensure that drivers are aware of their obligation to adhere to MDM safety rules and procedures
Support the field coordinator in all aspects of security management for Aden base.
Make sure that all communication means are in place and well used by the team.
Collect security reports and follow up.
- Human resources and administrative
With the support of the administrative manager, ensure the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, staff's development and internal communication…).
Filing and ensuring all staff files are up-to-date including the staff database for Aden.
Manage the filing, storage and security of documents
Review of MRs, evaluation grids by ensuring the donor and saga code are completed.
Supervise all disbursements, payments at the base level (in respect of donors’ budgets) and ensure the security of funds and safety of staff.
Responsible for the book keeping (accounting) of the base: prepare and supervise the monthly closing, review and integration of the accounting for his/her base before sending to the coordination.
Responsible for the management of the base treasury and sending of cash forecast to country office on bi monthly bases; ensure the smooth transfer and security of funds at the base level.
Participate and assist the Admin Manager in provision of data, preparation and timely submission of financial reports to donor/HQ and etc.
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 9 months
Position to be filled in September 2018
2 387 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)
Transportation cost (home-work), vaccines and visas covered
22.5 RTT per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM)
Punctual teleworking agreement (after 6 months)

SKILLS AND EXPERIENCE NEEDED:
Diploma / certificate in Logistic or Admin / finance Management (such as Bioforce Institute), Desirable degree in Project Management
At least 2-3 years of professional experience in logistics, administrative, finance, and HR
At least 1 previous experience with an I.NGO is required
Experience dealing with suppliers and following procurement procedures
Essential working experience in developing countries and conflict / post conflict context
Good excel skills
Excellent organisational skills are required;
Strong interpersonal and intercultural skills;
Able to prioritize and anticipate; Reactive and flexible
Ability to work under stressful situation
English is mandatory (oral and written)
