The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 6 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced.

Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country and is expanding its Programme unit.

About the position: Livelihoods and Food Security for NRC Iran
NRC is now seeking an experienced Livelihoods and Food Security to provide overall leadership and strategic direction to Livelihoods and Food Security activities within NRC’s Programme Unit in Iran. S/he will be responsible to lead the technical development of Livelihood and Food Security activities in the country, develop the LFS strategy, control, harmonize and ensure quality of LFS projects. He/she will support the Livelihood and Food Security department. As CASH is the main modality used in the frame of LFS projects, he/she will also ensure coordination and harmonization of Cash-transfer programming related issues.
The Livelihoods and Food Security specialist is responsible for mentoring and building capacities of staff on LFS.

The position is reporting to the Head of Programme

Job description

Develop LFS strategy, technical guidance and Macro LFAs
Compliance with and adherence to NRC policies, guidance and procedures
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
Identify trends technical standards and donor priorities
Follow up on compliance with contractual commitments within LFS, ensure high technical quality and synergies in project implementation
Provide technical direction and project implementation support
Ensure that key learnings are extracted from LFS implementation, and incorporate them in LFS and staff development processes
Provide systematic training and build capacity of technical staff
Represent NRC in relevant forums/technical working groups, including with national authorities and donors
Promote the rights of refugees in line with the advocacy strategy

Qualifications

Minimum 4 years of experience within Livelihoods and Food Security area in a humanitarian/ recovery/development context
University degree in livelihoods related fields;
Past experience in Cash-transfer programming;
Experience in international Non-Governmental Organization or national Civil Society Organization;
Experience from working in complex and volatile contexts
Strong understanding of protection principles
Documented results related to the position’s responsibilities
Fluency in English, both written and verbal
Valid drivers’ license

Knowledge of the refugee context in Iran is an asset
Experience in working with the government and familiarity with the environment of INGOs and CSOs in Iran is an asset
Knowledge of Farsi (speaking, reading and writing) is an asset

We offer

Contract period: 12 months, with possible extension
Start date: September/October 2018, depends on visa process
Salary/benefits: According to NRC's salary scale and terms and conditions (see attached Grade Structure)
Duty station: Tehran, Iran with up to 25% travel
Family duty station: Yes
Approved health certificate will be requested before contract start.
