Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Under the direct supervision of the Senior Programme Officer and in accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

•         Monitor trends and developments in the utilization of UNRWA services and analyse strategies using data from results achieved and established plans; contribute to lessons learned, needs, and priority processes; utilize data as appropriate from the Results-Based Monitoring (RBM) data warehouse system and other internal and 3rd party sources; ensure quality and standards are in line with UNRWA instructions/guidelines and industry standards, indicators and good practice;

•         Support the design and administration of  indicators and ratios within the RBM system; train staff on data entry and reporting in the information system; ensure that RBM system data sets are up to date and  monitor adherence to key planning targets and deadlines;

•         Produce regular quarterly reports and comprehensive semi-annual results reviews on the implementation of programme objectives and achievements using  results review guidance and other best practice tools;

•         Provide advice to the Senior Programme Officer on the development of appropriate qualitative and quantitative tools and mechanisms to monitor programme performance and evaluate the appropriateness and relevance of the logical frameworks established in planning documents, including advice on research methodologies, sampling design and social performance and statistical analysis;

•         Review and analyse surveys and studies conducted by stakeholders and research institutions on results-based monitoring methodologies; act as a focal point for co-ordination of joint assessments conducted in collaboration with consultants and partners; assist in data collection, training and preparation of reports; provide input into project proposals and project reporting;

•         Gather regular information on indicators and use this data for assessing progress against objectives along with other relevant data; track such information with the mid-term review and year end assessment of programme strategies;

•         Act as a focal point, enhance and facilitate interaction with other relevant Agency programmes on cross-sectoral issues.

Professional Knowledge and Experience

•         A university degree from an accredited educational institution in public policy, social science, operational research, statistics or related field;

•         At least six years of experience in the field of monitoring and evaluation, data analysis, programme and project reporting, and results-based management using key output and performance indicators in logical frameworks;

•         Excellent command of written and spoken English and Arabic.

Additional Information

•         The incumbent will be required to travel in the Agency’s areas of operation.

Equivalency

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Conditions of Service 

The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1028.90 plus senior professional officer allowance of 15% of the basic salary. Other benefits include monthly Provident Fund contributions (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
