The EIB, the European Union's bank, is seeking to recruit for its General Secretariat (SG) – Bank-Wide Project and Change Management Coordination Division, at its headquarters in Luxembourg, a:

(Senior) Change Management Lead

This is a full-time position at grade 5/6

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Panel interviews are anticipated for end September.

Purpose

As (Senior) Change Management Lead, internally referred to as you (Senior) Officer, will be responsible for the implementation, coordination and follow-up of high-profile bank-wide strategic projects and General Secretariat (SG) projects. You will be in charge of setting up and monitoring project master plans whilst advising on the analysis, planning and execution of organisational, change management and process improvement of bank-wide projects.

You will coordinate projects, schedules, track the progress and report their results. Also you are expected to be able to adapt in a highly flexible manner to changes in the organisation, team composition and content of work.

You will:

  • Coordinate, follow-up and report on the implementation of EIB management decisions (those of the Management Committee, Board of Directors, Board of Governors, Audit Committee and those resulting from the regular meetings of Directors-General. The conclusions and recommendations of the Board of Directors’ Committees may also be included in the scope of the work. This task is of particular importance in helping the SG and Deputy Secretary-General to ensure good practices and good governance for the Bank.
  • Develop and maintain procedures manuals and a rulebook for the office of the General Secretariat.

Specific post environment

The Division provides direct support, in the form of analyses, review of documents and direct proposals to the Secretary-General and Deputy Secretary-General.

The Division leads the General Secretariat’s drive for continuous organisational and structural improvements in terms of efficiency, processes and procedures, helping to find new solutions well adapted to the needs of the growing organisation. It assists the Secretary-General and Deputy Secretary-General in the resource management of the Directorate and in the coordination, design or implementation of cross-directorate policies.

Decisions made by EIB management are also followed-up by the Division, who provides support in their timely implementation, through appropriate process and project management techniques and systems. The Internal Control Framework (ICF) and the implementation of the Internal Audit recommendations of relevance to the Directorate also fall within the remit of the Division.

The newly built Unit within the Division will be responsible for the design, planning, implementation and monitoring of strategic SG and bank-wide projects. The bank-wide projects will be implemented in close cooperation with the services.

Operating Network

You will report to the Head of Unit. You will be working in a team of project and change management leaders, and will cooperate closely with other teams across the Bank so as to ensure alignment of processes, information and projects.

Accountabilities

  • Lead SG and bank-wide projects that contribute to the definition and development of different strategies and policies
  • Ensure project success through efficient project and risk management; tasks include:
    • Contributing to decision-making process by drafting notes or specific documents
    • Identifying stakeholders who will be affected by the change and managing project participants during the preparation phase
    • Identifying and effectively communicating project risks and issues along with recommendations to senior-level management in order to identify and implement necessary changes
    • Build and maintain procedures manuals and a rulebook for the office of the General Secretariat.
  • Lead projects that have significant impact on the Bank’s work flows, habits and efficiency, and which would need to be developed with the relevant services
  • Mentor and support junior team members and assign tasks where relevant 
  • Perform ad-hoc activities in special initiatives relating to the responsibilities of the Directorate
  • Demonstrate high stress tolerance as well as a calm, controlled, focused and positive attitude  when pressured
  • Demonstrate high level of resilience

Qualifications

  • At least 5 years of relevant professional experience preferably as Project Manager, Change Manager or Project Leader or in other relevant field.
  • University degree in Finance / Business, Economics or other relevant degrees
  • Change management experience that includes communications, engagement and behavioural and cultural change would be desirable
  • Deep understanding of planning, process and project management
  • Prior experience in establishing procedures and communicating these or in consultancy-type work
  • Excellent knowledge of English and/or French (*) and a good knowledge of the other. Working knowledge of other EU languages would be an advantage

    (*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
