The Republic of Mongolia joined IOM as a member in 2008. IOM activities in the country are grounded on a Cooperation Agreement signed on 27 November 2010. In 2011 IOM opened an office in Ulaanbaatar and since then has been contributing to the efforts of the Government of Mongolia to manage migration effectively through a wide variety of projects and programmes. “Understanding and Managing Internal Migration in Mongolia” project aims to support the Government of Mongolia and other actors to strengthen the management of internal migration through a quality assessment of internal migration, as well as migrants’ vulnerabilities, capacity building of government agencies and key stakeholders and policy dialogue to raise awareness and support the development of a plan of action. Further, the project aims to promote knowledge and acquisition of skills that will lead to behavioural change and change in institutional performance. The result will be improved evidence-based policies, migration management and improved quality of life for migrants and communities of origin. Core Functions / Responsibilities:

Under the overall supervision of the Officer in Charge based in Beijing, and in coordination with DTM Coordinator based in Bangkok and IOM Mongolia country office, the incumbent will provide consultancy services to contribute to and finalize the research study carried out by the research team of the Population Teaching and Research Centre (PTRC), National University of Mongolia (NUM).

1. Review existing research reports in line with the research methodology; 2. Work closely with IOM Mongolia, IOM ROAP Thailand and NUM to provide technical expertise and inputs to existing research reports;

3. Develop a reporting framework and data analysis plan for the data collected under the research project in line with the research methodology;

Page 1 / 44. Analyze the data collected under the research project to produce a research report in line with the research methodology;

5. Prepare a summary report of maximum three pages and power point presentation with main research findings;

6. Prepare a power point presentation with main research findings;

7. Perform such other duties as may be assigned.

Tangible and measurable output of the work assignment:

1. Develop a reporting framework and data analysis plan for the data collected under the research project in line with the research methodology ;

2. Analyse the data collected under the research project to produce a research report in line with the research methodology;

3. Prepare a summary report of maximum three pages

4. Prepare a power point presentation with main research findings.

Realistic delivery dates and details as to how the work must be delivered:

The detailed workplan and delivery dates will be confirmed directly with the consultant. • Reporting framework and data analysis plan > 31 July 2018

• Data analysis > 15 August 2018

• Draft research report > 25 August 2018

• Prepare a summary report to be submitted to IOM for discussion and feedback > 31 August 2018

• 2nd draft of the report incorporating IOM comments to be submitted for discussion and feedback > 10 September 2018

• Final report incorporating all comments from IOM > 15 September 2018.

• Prepare summary report and power point presentation with main research findings > 20 September 2018

Performance indicators for evaluation of results (value of services rendered in

relation to their cost):

The Consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered. • Satisfactory completion of tasks indicated in these ToR.

• Quality of the elaborated analysis and quality of the report.

• Adequate and prompt provision of the technical inputs.

• Timely delivery of drafts and deliverables as indicated these ToR.

• Compliance with the IOM Guidelines on Research Report Writing; IOM House Style Manual and IOM Data Protection Principles.

• Delivery of any other tasks indicated above.

Required Qualifications and Experience:

Education

• Qualification from an academic institution, preferably Ph.D. on migration, migration and development, economics, public policy or related field

• At least 5 years’ experience in migration related research studies

Experience

• Experience in datasets analysis.

• Strong skills in reports writing.

• Experience in conducting migration related research, assessments.

• A strong understanding of migration related issues.

• Ability to evaluate, offer constructive feedback on data analysis and reports.

• Ability to work in a fast-paced environment.

• Ability to adjust to local context.

• Willingness and ability to travel.

• Ability to meet the deadlines

Languages

• English fluency is required. Working knowledge of Mongolian is an advantage.

• Consultancy Duration: The duration of the consultancy is tentatively set at 2 months. The final length of the consultancy is to be confirmed with the consultant.
