Background

The Consolidation of the Territorial and Administrative Reform - STAR2 project is a joint support of international partners - EU, Italy/Italian Cooperation, Sweden/SIDA, Switzerland/SDC, US/USAID and UNDP - under national leadership, to provide coherent assistance to the consolidation of Albania’s local governments and strengthen the overall local governance system. Through STAR2, UNDP offers project management and implementation of donors’ contributions for joint action within the framework of relevant local government-related reforms.

The project provides assistance at two levels: i) at the local level for systematic and inclusive capacity building for all local government administrations, and for organization of public service delivery systems for a more integrated, innovative, transparent, and accountable ways to the benefit of men, women and marginalized; and, ii) capacity supplements to the Ministry in charge of local governance.

Following the general elections of June 2017, a re-organization of ministries and central agencies has taken place, including a shift of institutional responsibility for local governance to the Ministry of Interior. According to the DCM 502/2017, the Ministry of Interior is the responsible body for the implementation of the policy on internal affairs in the Republic of Albania.  Regarding local governance, a Deputy Minister is in charge and oversees inter-alia a Directorate of Local Issues and Delegated Functions as well as a revamped Agency for Support to Local Government (ASLG). The Director of the Agency plays also the role of STAR2 National Project Director (NPD), in compliance with UNDP project management requirements.   

Through a national coverage, STAR2 project provides support to all 61 LGUs along three main activity clusters/components:

  • Component 1 – Strengthened Institutional and Administrative Capacities of Local Administrations 
  • Component 2 - Increased local service delivery efficiency, quality, coverage, accessibility and inclusiveness 
  • Component 3 - Enhanced local democracy through fostering citizen-oriented governance and participatory decision -making, leveraging the roles of women as actors of change making

Following an Inception Phase in the first half of 2017, implementation of project activities on the ground kicked off in August 2017 but has intensified progressively in numbers and workload to reach its peak at present when almost all envisaged project activities have started.

While, until now, the management and coordination of activities under implementation has been managed internally, given the substantial workload, the necessity to strengthen monitoring and quality control as well as accompanying the implementing organizations in the territory and facilitating their work for maximized results, the project has deemed it necessary to review the work distribution, strengthen the overall coordination and dedicate a full-time professional to the day-to-day management of Component1 and its synergies with the other parts of project assistance. The team under Component 1 is composed of a full time Expert on Local Finances and five Service Providers to date, who have in turn mobilized teams of experts to implement the projects.

The cluster of activities under the responsibility of the Team Leader Capacity Development includes the following capacity building packages:

1.Capacity building on local government archives, aiming at introducing a standard archiving system compliant with the legal and technical requirements.

Implementation started on:          August 2017      

Duration until:                                 December 2018               

Current stage: On the job assistance, coaching and monitoring the archiving process in each municipality

  1. Capacity building on asset and land management to relevant local government departments, as an introductory capacity building package for executive officers working on asset managements.  

Implementation started on:          April 2018

Duration until:                                  December 2018               

Current stage:  The Service Provider is conducting a situational assessment, which will be followed by a capacity building program targeting all 61 Municipalities.

  1. Local Government compliance with requirements of Supreme State Audit (SSA), aiming at increasing municipal capacities to be compliant with to the requirements of auditing and to implement the recommendations of the auditing reports.

Implementation started on:          April 2018

Duration until:                                  November 2018

Current stage:The Service Provider is conducting a situational assessment, which will be followed by informative roundtables and trainings bringing together SSA experts and municipal officials. Guidelines on SSA Audits on municipalities will be designed and made available to municipalities.

  1. Assist municipalities in improving local level tax collection and enforcement, an assistance that benefits 61 municipalities, and aims to equip local officials with the necessary and best knowledge and practical tools to improve the efficiency in local tax collection and management.

Implementation started on:          May 2018

Duration until:                                 April 2019          

Current stage:The Service Provider is assessing the current situation on local revenues at municipal level. The best performing municipalities will be identified and used as best practices. A capacity building program will follow and a manual on tax management will be the final product of this assignment.

  1. Build Capacities for Administrative Management, with a special focus on the implementation of the Code of Administrative Procedures (CAP) and on development and adoption of LG Standard Operating Procedures (SOPs).

Current stage:Currently the Service provider is developing and delivering ad capacity building program on CAP and SOP, to be followed by on the job assistance for SOPs development and adoption.  

  1. Improve leadership behavior of municipal leaders focusing on peer to peer exchange of best municipal practices

In view of the above, STAR2 project is seeking to hire a professional, who will be responsible for the successful implementation of all activities listed above.

Duties and Responsibilities

The Team Leader Capacity Development   will report to and work under the supervision of the STAR2 Project Manager, to assist in activities related to development, implementation and monitoring of the first project component.

The Team Leader Capacity Development in close collaboration with the Project Team will be in charge of guiding and coordinating teams of experts engaged in those areas as well as in monitoring their performance.

The Team Leader Capacity Development will also be responsible for facilitating and supporting the liaison between the Project and national institutions/agencies relevant to the respective project component, such as the Department of Public Administration, ASPA, General Directorate of Archives, Ministry of Finance, High State Control, Agency for Support to Local Government etc. as well as ensuring communication and synergies with relevant ongoing programs of assistance in the same area.

In delivering those duties, Team Leader Capacity Development specific tasks will, non-exhaustively, include the following:

Project management

  • Support the Project Manager in the overall project management and implementation
  • Be responsible for day-to-day coordination of activities related to Component 1 activities, in coordinating the implementation, communication, and/or monitoring of relevant institutional capacity building activities pertaining to the component, both at national and sub- national levels
  • Support the PM in facilitating the proceedings of the Project Steering Committee meetings by contributing to the preparation of regular progress reporting
  • Support the effective coordination between STAR2 project, the Department of Public Administration, ASPA and other related stakeholders

Planning

  • Prepare component work plans and ensure that they are approved/endorsed by the PM prior to being implemented
  • Coordinate and monitor the implementation of the approved/agreed action plan

Compliance

  • Implement all assigned activities/portfolio to achieve project objectives as envisaged in the project document
  • Ensure that proper monitoring is in place with regular reporting and control in line with STAR2 Monitoring Indicator Data Entry System (IDES)
  • Assure that all contractual obligations are adhered to and ensure that implementation meets project targets

Technical inputs

  • Provide oversight and technical guidance to the project teams / service providers for Component 1 in developing the required details and profiles of the specialized resources needed for ensuring the delivery of the specific project outputs and the undertaking of related project activities
  • Based on project experiences and lessons gained from other national / international initiatives, develop information briefs for consideration by the PM/UNDP
  • Support the team to design and implement data collection and reporting systems; develop and disseminate technical tools; identify and report lessons learned and project achievements
  • Supervise the production of training modules and exercise first level quality assurance of project deliverables   

Reporting

  • Contribute to the preparation and submission, in collaboration with the PM, of regular progress reports (Monthly, Quarterly, Annual, Interim, etc.) to NPD, UNDP and the Steering Committee.
  • Submit required analytical progress or technical reports as required
  • Ensure quality control and integration of all deliverables under the assignment

Communication:

  • Develop close working relationships with Component 1 related participants and stakeholders at national and sub national levels to establish a shared vision of the project and achieve objectives
  • Establish and maintain a close technical level working relationship with project partners with particular attention dedicated to information and knowledge sharing across different project teams for increasing synergies and harmonization of technical assistance
  • Ensure provision of an updated information in the project webpage and make sure all relevant project deliverables, studies, reports are timely made available to the public
  • Undertake other activities as directed by STAR2 Project Manager

Required Skills and Experience

Education

  • Master Degree in Social Sciences, Local Governance, Public Administration, Local Economic Development, Law or any other relevant field  

Professional Experience

  • Minimum 10 years of professional experience
  • At least 7 years of professional experience at expert level with a public administration and/or international institutions in supporting institutional building related to organizational reform, change management, local finances, HR development, or similar
  • Minimum of 5 years senior-level experience in organizational development and provision of technical assistance to government entities
  • Demonstrated capabilities in institutional capacity development, and experience in working effectively with local governments, civil society organizations and other development partners
  • Demonstrated understanding of methodologies appropriate to complex change processes and capacity development
  • Demonstrated technical expertise in providing technical support and/or capacity building to government institutions in leadership and governance, and/or resource administration
  • Demonstrated ability to assemble, quickly and effectively, and to manage a highly-skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors
  • Proven experience of team management comprising international and local experts; ability to operate within multi-sectoral, and multi-cultural teams
