The Parties to the Montreal Protocol had adopted the Decision XXVIII/2 related to the Kigali Amendment to phase down HFCs (hydrofluorocarbons), and had requested the Executive Committee to include the following enabling activities to be funded in relation to the HFCs phase-down under the Amendment:

(a) Capacity-building and training for the handling of HFCs alternatives in the servicing, manufacturing and production sectors;

(b) Institutional strengthening;

(c) Article 4B licensing;

(d) Reporting;

(e) Demonstration projects; and

(f) Development of national strategies;

The 79th Executive Committee for the Implementation of the Montreal Protocol (ExCom), under the Decision 79/46, decided to provide funding for the implementation of the enabling activities required to support these parties in ratification process for the early implementation of the Kigali Amendment.

Considering the overall HFCs consumption situation in China, UNDP conducted initial research and has indicated Refrigeration and Air Conditioning (RAC) sector and Auto AC (Mobile Air Conditioner, MAC) sector are the two sectors with high HFCs demand. Up to now, UNDP has developed multiple pilot projects on replacing HFCs in production line in RAC sector. The development need in MAC sector remains high.

There are various HFCs applications in MAC sector, e.g. the HFC-134a is used in most passenger vehicles, and the R-404A is used in refrigerated trucks. UNDP’s primary goal is to find the alternative technologies to replace the current mainstream HFC-134a MAC system in Chinese market. There are several alternative refrigeration systems are already being developed and commercially used in developed countries, e.g. the HFO technology and CO2 technology. The Nanjing pilot project demonstrates the feasibility of HFO technology for Chinese Auto manufacturers, and offering feedbacks on system compatibility, performance, cost, and other data. The project proposal will be submitted to the 82nd Meeting of the Executive Committee.

Duties and Responsibilities

The Specialist will work with UNDP under the direct supervision of the UNDP China Country Office; the Foreign Economic Cooperation Office, Ministry of Ecology and Environment (FECO/MEE) of China; the Montreal Protocol Unit/Chemicals Programme Coordinator in the Asia and Pacific Region; and in close collaboration and coordination with the technical staff from the project implementation partner. The specialist will carry out the following services:

  1. Conduct the pilot project proposal, which is planned to be submitted to the 82nd ExCom. Cooperating with UNDP, FECO and the implementation partner to finalize the proposal. The 82nd ExCom meeting will be held in Montreal, Canada, from 26 to 30 November 2018 at earliest. The proposal should be submitted to the Multilateral Fund Secretariat 10 weeks before the 82nd meeting. Therefore the proposal should be submitted to UNDP by September 1st for reviewing, then submitting to Ozone Secretariat by September 10th for reviewing. The proposal will include total cost, system design, performance analysis, compatibility analysis, testing results, feasibility analysis, training, and product/market promotion of using HFO to substitute HFC-134a in China’s Auto sector.
  1. Hold consultations with the MAC manufacturer, UNDP, and FECO on the project proposal.
  2. Assist UNDP and FECO in consultations with Multilateral Fund Secretariat during negotiations on this project.
  3. Possible two visits to the enterprise to discuss the project activities, technologies and budgets. The enterprise is located in Nanjing, Jiangsu province.

Expected Output

A well-developed project proposal for demonstration project to use HFO to substitute HFC-134a in Auto manufacturing.

Objective: UNDP is looking for a national consultant to lead and support the process of preparing the full proposal for the demonstration project to convert HFC-134a to HFO in a domestic Auto manufacturer. The full proposal with sufficient details has to be submitted to 82nd ExCom in November 2018.

Duration

The contract will enter into effect upon signature of both parties and is expected to last for five months, the proposal needs to be submitted to UNDP by September 1st.

Duty Station

Home based with possible two missions to the company located in Nanjing, Jiangsu province.

Fees

The consultant will receive payment based on an all-inclusive daily rate, and the allowance for the possible missions.

Evaluation Method

  • Individual consultants will be evaluated based on Combined Scoring method [Technical evaluation (including written test, interview, desk review of technical proposal, if any): 70% (includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology &   Approach to Assignment); Financial (30%)] taking into consideration the combination of the applicants’ qualifications and financial proposal. 
  • Candidates obtaining the minimum passing score of 49 points in technical evaluation will be invited to submit their financial offer using the standard UNDP template.

Financial Proposal

  • Please quote the daily rate for professional fee and others related;

Education:

  • Doctor’s Degree in refrigeration and air-conditioning engineering, mechanical engineering, Auto Engineering, business administration; or relevant degree

Experience:

  • Minimum 10 years work experience on MAC system development, familiar with CFCs, HCFCs, HFCs, HFOs, and CO2 MAC systems.
  • Minimum 5 years work experience on replacing CFCs in MAC industry.
  • Minimum 2 years work experience on replacing HCFCs in MAC industry.
  • Minimum 2 years work experience in an Auto manufacturer, MAC department. Familiar with the production process and supply chain.
  • Knowledge and experience in other international environmental agencies and mechanisms such as GEF, UNEP, IPCC, is desirable.

Language requirements:

  • Good command of English and Chinese in both writing and speaking.
  • Knowledge of other UN language is an advantage
