The Government of Odisha has committed itself to the people of Odisha that permanent houses would be provided to all the rural poor (people below poverty line) by 2019 under different housing schemes like Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Mo Kudia(my house) / Biju Pucca Ghar programmes. The current Technical Support project to the Department of Panchayati Raj, Government of Odisha is conceived to fast-track construction of Rural Houses with support from UNDP to strengthen a) Policy and Planning procedures including institutional mechanism for delivery, b) Improve Designs and introduce new technology to house construction and c) Build Capacities of stakeholders for construction and support Monitoring of the housing construction. The project thus conceived would focus on the following:

  • Initiating the process of setting up Project Management Unit (PMU) at the State, District and Block Levels.
  • Develop a communication strategy as well as IEC materials (in local language and illustrative form) for making government functionaries and the beneficiaries and the public aware of their roles and responsibilities under rural housing schemes.
  • Create a cadre of trained construction fraternity (engineers, masons, bar-benders and carpenters) and supervisors/community mobilisers to support green and disaster resilient housing supply & maintenance.

In order to operationalize and fast track the progress, UNDP is looking for a technically sound rural housing practitioner with relevant work experience who can lead the State Project Management Unit (SPMU) to support the activities under various schemes, undertake capacity building initiatives for absorption of locally appropriate and alternative construction technologies

Duties and Responsibilities

The Team Lead will work under the guidance and supervision of the Director (Special Project)/ Deputy Secretary (Rural housing) and State Head, Odisha-UNDP.  Along with being the inhouse expert on innovative rural housing technologies, the incumbent will be responsible for supporting conduct of various studies on rural housing, conduct of workshops at the state levels, development of concept papers and communication material related to rural housing.

The Team Lead will be responsible for the following functions:

  • Provide technical support and facilitate recommendations on policy matters related to rural housing in the state
  • Assist Director (Special. Projects) to prepare annual work plans, budgets and criteria for the rural housing schemes/projects
  • Assist Director (Special. Projects) in monitoring the rural housing project in accordance with the guidelines
  • Supervise and guide the State Level Project Management Unit
  • Ensure 100% delivery against planned project results and financial delivery targets in the workplan. Closely track slippage against work plan and take corrective action;
  • Develop and finalize Terms of reference for consultants/ consultancy firms to be hired to undertake project activities;
  • Manage and track contracts with project partners and flag any potential risks and suggest its mitigation measures. Ensure timely contract management and payments;
  • Undertake review meetings with partners and field visits to track progress made in implementation of the project and take corrective action as required;
  • Review quality and consistency of reports and deliverables by partner institutions/ responsible parties including financial reports from all project partners,
  • Undertake field visit to various districts as and when required to monitor and evaluate the work at the grassroots level.
  • Support development of strategies for propagation of local and alternative building materials in rural housing projects.
  • Support in design and conduct of programme activities related to rural housing like studies, workshops, capacity building and in local production of construction materials.
  • Work closely with other divisions to ensure convergence of schemes during revision of guideline or formulation of new schemes
  • Help in developing customized IEC material to disseminate or demonstrate relevant technologies and designs; progress of the schemes; key highlights of the scheme
  • Organize workshops and other events to disseminate the progress and good practices of the districts.
  • Assist on day-to-day management of personnel, offices and logistics involved in rural housing schemes.
  • Perform any other related tasks consistent with the level of the post and/ or assigned by the Project Director (Special Project) and Deputy Director (Rural housing)

Required Skills and Experience

Education:

  • Master in Rural Management or Business Management /Bachelor’s degree in Architecture or Civil Engineering with diploma or degree in Rural Management or Business Management

Experience:

  • Minium 10 years of experience in Project Management and Project Implementation
  • Experience in working with national/state government(s) on rural schemes
  • Familiarity with the rural housing scenario in different State
  • Proficiency in MS-Office, especially Power point and Excel; understanding of Management Information System (MIS) is an asset
  • Familiarity with government policies, programmes and government operational systems in India
  • Strong communication skills, ability to work in small teams and flexible ways of working

Language Requirements:

  • Fluency in English is required and working language of the duty station is desirable. 

Remuneration package is Rs. 1,15,741/- per month (taxable). Additional benefits include medical insurance coverage and limited pension reimbursement for contract holders.
