Of the prioritized areas, under Health Governance Cluster, UNDP provides technical assistance to increase government capacity to ensure equitable access to health, finding innovative solutions to health system challenges including in achieving the universal health coverage (UHC) for all Indonesians. Within UNDP Indonesia 2016-2020 Country Programme Development, UNDP is guided by the principle that health and development are interlinked; hence, ensuring equitable access of Indonesians to health and other basic services is a core aspect of our work.  Currently, under the Health Governance, there are two projects running namely: Access and Delivery Partnership of New Health Technology Project (ADP)   and Management Technical Cooperation for GFATM (The Global Fund to Fight AIDS, Tuberculosis and Malaria) Program Implementation (MTC-ATM).  
 
Within the MTC-ATM project, UNDP provides support to ensure quality assurance of the GFATM and HSS (Health Systems Strengthening) programs performance in Indonesia. First, because the numbers of people affected by TB, HIV, and NTDs diseases are increasing, and many treatments and tests for TB, malaria and NTDs have become outdated or ineffective. Secondly, there is a consistent need for technical management and capacity support from government and CSOs (Civil Society Organizations) who are implementing the GFATM program in ensuring the quality of the implementation to meet outcomes.
 
The Global Fund committed to contribute grant for Indonesia USD 240 Million for AIDS, TB, Malaria and Health System Strengthening (HSS) and continues to support Indonesia until 2020. Currently, UNDP Indonesia provides the technical assistance on financial management supports, a broad range of financial management services to the Principle Recipients (PRs) MoH-TB, MoH-Malaria, MoH-HSS, and TB Care ‘Aisyiyah in implementing the activities funded by the Global Fund.
In finance management, the Principal Recipient is required to provide accurate and transparent financial report on a timely basis, both to donor and to government of Indonesia. Periodic financial report is an important tool to monitor the program and provide reliable information for decision making. The wide-spread distribution of fund to Sub-Recipients at the province and NGOs becomes a strong reason to upgrade the financial monitoring system, which can acquire and deliver quality financial report. The upgrade needs to be web-based to enable and hasten the accurate and transparent financial report delivery. The program’s finance data can be updated anytime and be presented easily. 
 
As the second semester of 2016, PRs performance rating for showed that MoH TB, MoH HSS, and TB Care ‘Aisyiyah were in the lower performance range. Furthermore, the financial management capacity of the finance function needs improvements in various areas of people, process and systems. Therefore, UNDP was requested by MoH to provide finance management technical assistance until now. Through the Health Governance Initiative (HGI) Project funded by The Global Fund, UNDP is looking for a Project Officer to manage, coordinate, plan, monitor, evaluate the PRs on the financial management improvement capacities.
 
Under the supervision of the Project Manager for Health Governance Initiative , the Project Manager supports management of the UNDP Financial Management Technical Assistance portfolio. The main role is to provide key guidance to project personnel and other relevant stakeholders, support services for projects under his/her portfolio while ensuring quality of project outputs are delivered – in line with the agreed result country programme and in compliance with GoI and UNDP procedure. The incumbent also will support to the new partnerships with development partners and the private sector to strengthen the HGI  project in term of financial management supports including project assurance, providing technical assistance to project when required and overall monitoring and other relevant operational issues.
 
The Project Officer will supervise the project team and work in close collaboration with Health Governance Initiative programme, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the UNDP project/programme.
 
 

Duties and Responsibilities

 
1. Ensure implementation of  project strategies in terms of financial management support to Financial Management Technical Assistance Team (FMTAT) and PRs focusing on achievement of the following results:
Effective monitoring of project trends, including delivery of projects outputs against usage of project resources. 
Thorough analysis on contribution of project outputs toward achievement of outcome level results within the context of the political, social and economic situation in the country. 
Active participation in various policy and partnership fora, as well as relevant conferences and meetings on health governance area to keep abreast of the sector and facilitate programme development; 
Effective support with FMTAT to the PRs to tackle the financial management challenges through consultation with the Government, other donors, UN agencies and NGOs.
 
2. Participates in effective management of the project  to the PRs focusing on quality control from  formulation to implementation of the projects, achieving the  following results:
Provision of substantive input and support to the PRs in financial management support within the area of responsibility as well as translation of  UNDP and The Global Fund’s priorities into local interventions in coordination with Project Manager.
Timely regular project meetings to review progress against deliverables. 
Provision of input and support to the regular internal project assurance monitoring, identification of operational and financial problems, development of solutions. 
Preparation of inputs for project reporting, including donor reporting and risk management.
 
3. Maintain  partnerships for project implementation with implementing partners  focusing on achievement of the following results:
Established and maintenance of link of communication between Project Management Units in the implementing partner and the country office for provision effective support and assurance
Effective support and facilitation on wider partnership with project stakeholders to encourage coordination and synergies between various actors and thus ensure more impactful results
 
4. Provides top quality support services to the financial management technical assistance team in  providing support to PRs focusing on achievement of the following results:
Improved human resources capacity and support system in managing finance management at PRs level
The organizational structure should accommodate the needs of human resource management improvement, better finance management, and ways to achieve program targets, including managing the performance of SR and SSR. 
Strengthened financial management capacity of PRs.
 
5. Facilitation of knowledge building and management, producing and disseminating lesson learnt from designated projects and support to the promotion of cross-project, cross-unit knowledge fertilization focusing on the following results :  
Identification of entry points for knowledge generations and knowledge sharing from project experience; 
Effective contributions to knowledge networks and communities of practice.
Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to project and programme country policy goals 
Provision of support to the  information sharing event and dialogue within the donor community by initiating and/or participating in consultative meetings that will address the issues and needs in collaboration with key partners. 
Maintenance of established advocacy networks which are linked to international networks and proposed for expansion of network to the Project Manager, thus relevant, high-impact advocacy campaigns are implemented with key partners.
Effective support to the establishment of showcase to external stakeholders on progress made and impacts delivered
Organization of training for the operations/ projects staff on various issues.

Required Skills and Experience

Education:*
Bachelor Degree  in Finance, Accounting, Management, Economics and other relevant fields of study.  Master Degree is preferable . 
A professional accounting qualification such as CA/ACCA/CPA/CIMA would be desirable. 
 
Experience:*
Minimum with 6 years of relevant experience for candidate with Bachelor Degree  or 2 years’ relevant experience for candidate with Master Degree in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. 
Knowledge on development of financial management systems and accounting system and experience in  capacity building in this area would be advantage . 
Experience in programme development is required.  
Candidate  with experience  in health development programme implementation as well as knowledge of and experience in AIDS, TB and Malaria programme would be  preferable . 
Experience in working with government (especially with Ministry of Health), development agencies, and/or International NGOs in health is desirable.
 
Language Requirements:
Fluency in written and spoken English is an absolute necessity;
Fluency in written and spoken Bahasa Indonesia is required.
 
Other Requirements:
Demonstrated strong familiarity with UNDP development  projects in Indonesia is an advantage.
Knowledge on various donor’s reporting requirements. 
Good inter-personal and team building skills.
Full time availability for project management support duties is essential.
Familiar with Government and UN/UNDP procedures would be desirable.
Experience in handling of web based management systems would be highly desirable.
Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage.
