Background

On 10 June 2014, fighters led by the Islamic State in Iraq and the Levant organisation (ISIL) captured the major northern Iraqi city of Mosul after three days of fighting. The fall of Mosul, and the quick advance of ISIL and its allies south towards Baghdad, plunged Iraq into one of the most, if not the most, significant political, social and security crisis the country has experienced since 2003. It also led to a huge displacement of Iraqis which is currently estimated at around 3.2M Internally Displaced People (IDPs). Since then, substantial progress has been achieved in recapturing some areas previously held by ISIL. The Iraqi Government, with support from an international coalition of partners in its fight against ISIL, has started planning for the immediate stabilization of newly accessible areas which will allow the displaced population to return to their home areas.
 
In order to support the newly liberated areas, the coalition of partners in their fight against ISIL have financed the Funding Facility for Immediate Stabilization (FFIS) which was set up by UNDP in June 2015. This facility channels resources to the priorities identified by the rapid assessments carried out by local authorities of newly liberated areas and has 4 windows: (i) rehabilitation of light infrastructure, (ii) jumpstarting the local economy, (iii) short term capacity building and, (iv) community reconciliation. 
 
The Crisis Management Cell (CMC) represents the government of Iraq (GoI) on the stabilisation of the liberated areas in Iraq. The main role of the CMC is to manage crises of all nature (man-made or natural), and to ensure stabilisation in all liberated areas, noting the difference between stabilisation and rehabilitation.
 
Stabilisation processes will have mid-term plans and will be funded partially by the GoI and part from donors. On governorate levels, the Control Center is chaired by the governor with representatives from all line ministries and government institutions, and represents the main body for the coordination of the stabilisation efforts.
 
The medical officer will be responsible to provide liaison and implementation support to facilitate the implementation of UNDP’s FFIS project activities undertaken. This will be through ensuring coordination between UNDP-FFIS and the Control Center on the ongoing stabilisation activities, and supporting Government-led coordination mechanisms by providing information on UNDP activities and other technical inputs, and maintaining trustful communication channels with the Control centre and members.
 

Duties and Responsibilities

Ensure coordination between UNDP-FFIS and the Control Center on the ongoing stabilisation activities:
  • Promote a consultative process between UNDP-FFIS and the Control Centres/local councils;
  • Attend the meetings of the Control Center and provide inputs on behalf of the FFIS and the Ministry of Health (MoH), recommendations and conclusions to the project management;
  • Identify and explain the presence of the UNDP and the work of the FFIS and the impact of its activities;
  • Maintain trustful communication channels with the Control Centre and its members;
  • Collect necessary information for project implementation from the field, analyse it and share it with the project management;
  • Facilitate and coordinate meetings between UNDP and the relevant Government Offices which are directly engaged in the planning and implementation of the FFIS activities;
  • Support the Government-led coordination mechanism by providing information related to UNDP’s activities and other technical inputs;
  • Ensure UNDP’s interventions and planning are reflected in coordination meetings with GoI/governorates;
  • Facilitate reporting and information sharing with partners.
Provide liaison and implementation support to facilitate implementation of UNDP’s FFIS project activities undertaken:
  • Support the implementation of project activities, where required, and advise on project contracting requirements;
  • Monitor the day-to-day progress of project activities and promptly report any abnormality or risks to the respective UNDP project managers and project teams;
  • Develop and design interventions based on the accurate information and risk analysis on the ground and utilizing lessons learned from the activities in consultation and coordination with respective Project Managers;
  • Analyse and share information with the FFIS project team and the local technical teams;
  • Supervise and organize the process of checking the materials and equipment received at construction/renovation sites against damages, missing parts and appropriate ratings; ensuring that the materials/equipment provided by the contractor meet UNDP’s requirements and standards;
  • Discuss site issues with the contractor and promptly report back to UNDP if a problem arises that requires UNDP’s input;
  • Assist in checking and certifying substantial construction progress/completion and the corresponding payments. Advise UNDP to withhold any payments for any work that has been rejected or any work that is not in compliance with the previously prepared specifications;
  • Provide technical inputs to strengthen alignment and complementarity of UNDP’s support with government policies and plans;
  • Ensure proper and effective use and operation of the medical equipment.

Required Skills and Experience

Education
  • A Master’s degree in Public Health, Medical/Health sciences or related field; OR
  • A Bachelor’s degree in Public Health, Medical/Health sciences or related field with an additional 2 years of relevant work experience
Experience
  • A minimum of five (5) years of extensive coordination and development experience including experience in equipping health facilities; 
  • Proven ability to work with multi-disciplinary teams and liaison with authorities; 
  • Experience in the area of public health or related field in programme/project management;
  • Work experience with Government, International Organizations and donors at different levels;
  • Medical background/experience is an asset.
Technical skills required:
  • Functionally-related professional management skills;
  • Technical related skills;
  • Ability to plan and prioritise work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results;
  • Knowledge of strategic planning processes, programming;
  • Knowledge of fund raising, project and programme drafting;

Language Requirements:
  • Fluency in English and Arabic is required
Previous UN Experience: 
  • Experience from previous UN assignments and/or multilateral organizations and bi-lateral aid organizations would be an asset.
