Background

Under the guidance and supervision of the Head of Office Libya, the Security Associate will provide security and, as required logistics, support to OCHA personnel and operations in Libya. The incumbent will ensure a high quality of work, through accurate, timely and properly recorded/documented service delivery. The incumbent will be required to perform his/her duties without minimal supervision and promotes a client, quality and results-oriented approach.

 
The incumbent works in close collaboration with the HOO and Operations staff in the CO and other UN agencies staff to ensure consistent service delivery.

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of security and logistical operational strategies;
  • Provision of security services and assistance to the coordination activities;
  • Support to effective and efficient functioning of humanitarian coordination in Libya;
  • Provision of logistical support;
  • Support to knowledge building and knowledge sharing.

Ensures implementation of security/logistics strategies and policies focusing on achievement of the following results;

  • Ensure full compliance of records and reports with UN rules, regulations, OCHA policies, procedures and strategies;
  • Provide information to the management and staff on contextual analysis, strategies, rules and regulations.

Provision of security services and assistance to the OCHA Libya office focusing on achievement of the following results:

  • Liaise with UNDSS for all matters relating to security aspects;
  • Conduct briefings for missions and the OCHA team and getting the security clearance;
  • Send security advisories and alerts to OCHA staff;
  • Maintain regular liaison with UNSMIL security unit and ensures timely sharing of the information;
  • Prepare for field visits and inter-agency missions
  • Prioritize and carry out regular field assessments to gather and verify information needed to understand the impact of the context on humanitarian action,
  • In close coordination with UNDSS, ensures appropriate professional liaison with host government agencies, local authorities responsible for security, law and order, counterparts in UN and diplomatic missions and municipal/traditional leaders;
  • Undertakes liaison tasks as directed by the Head of Office to enable and facilitate UNOCHA tasks.

Support effective and efficient functioning of humanitarian coordination in Libya focusing on achievement of the following results:

  • Provide context analysis on the situation in Libya;
  • Establishing a network of local contacts;
  • Monitor the local security situation through local media and networks providing regular information and updates on on-going and emerging security issues.

Provision of logistical support, focusing on achievement of the following results:

  • Support mission planning;
  • Arrangement of transportation and convoy planning;

Support knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Participation in the training for the operations/projects staff;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results:

The key results have an impact on the efficiency of the office. Accurate analysis and presentation of information strengthens the capacity of the office and promotes the image of OCHA as an effective contributor to support humanitarian assistance in Libya. Incumbent’s own initiative is decisive in results of work and timely finalization

Required Skills and Experience

Disclaimer

Education:

High School diploma.  University Degree would be desirable, but it is not a requirement.

Experience:

7 years of relevant experience in logistics, security or programme support. Familiarity with and good knowledge of the Libya crisis and humanitarian assistance to Libya is strongly desired. Excellent networking and engagement skills strongly desired. Previous experience working with UN in Libya would be advantageous. Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language Requirements:

Fluency in English and Arabic (both oral and written) Required.
