Background

Under the direct guidance and supervision of the Senior Supervisor, Security Communications Centre (SCC) Syria and overall  supervision of the Chief SIOC, the SCC Supervisor (SCCS) assists in the implementation of emergency communications systems (ECS) and other operational communications relating to the implementation of safety and security for UN personnel in the  HUB Area of Operations. The Supervisor, Security Communications Centre is required to provide timely and accurate technical advice to Senior Supervisor, Security Communications Centre (SCC) keeping the designated Hub FSCO informed.

Duties and Responsibilities

  • Ensures that the Area SCC keep a 24/7 watch to collect all available info in their Area of Operations (AOR) and send it to SIOC Operations and Information Sections;
  • Monitors the security situation and tracks the UN activities in the area;
  • Keeps informed designated FSCO and other stakeholders of the Hub on all area-specific security and safety matters;
  • Serves in the shift duty and supervises the activity and performance of the staff of the Hub SCC;
  • Support Senior Supervisor, Security Communications Centre (SCC) to consolidate the integrated UN Emergency Communications System network in his area (GSM and Satellite transmission of data and voice for the UN AFPs);
  • To maintain the availability of HF, UHF and/or VHF radio communication means for extreme emergencies;
  • Assists in the implementation of emergency and general communications training exercises and operations;
  • Provides technical communications support to Senior Supervisor, Security Communications Centre (SCC);
  • Assists in the planning and conduct of emergency COMCEN operations in support of a crisis or emergencies within the Hub CCC;
  • Provides technical support to the logistical issue of procurement, maintenance and repair of communications equipment;
  • Liaises and Coordinates with UN stakeholders, counterparts and technical providers;
  • Advises Senior Supervisor, Security Communications Centre (SCC) of practical means to enhance communication capability;
  • Communicates Information; Drafts and disseminates security notices, alerts, summaries and updates;
  • Maintains Regular Contacts; ensures  regular radio and satellite phone checks and drills;
  • Acts Independently: Identifies communication training requirements of UN staff in the Hub;
  • Performs Training:  Delivers training to UN staff as directed;
  • Accepts Responsibility: Operates with minimal direct supervision;
  • Is Proactive: Seeks opportunities to reduce costs and increase equipment efficiencies;
  • Displays Competence: Uses skills to maintain and prepare equipment and systems;
  • Provides detail information on significant security incidents to the SCC Syria to enter into the Safety Incident Reporting System (SSIRS) for the area;
  • Ensures that the emergency communication network is  available for 24/7 hours’ coverage of the GSM, other communications system (WhatsApp, Skype etc), and Satellite-based means of communications.

Required Skills and Experience

Education:

  • Bachelor Degree in IT or administration or any related field of work.
  • Recognized certificates in radio communication is desirable.

Experience:

  • Minimum 3 years' experience in practical communications implementation, preferably in the military or police context, or related field of work.  Prior experience with the UN system or international NGOs is an advantage.

Language Requirements:

  • Fluency in English and Arabic is a must.
